PREPARATION OF THIS DOCUMENT

The first meeting of the Planning Group for the Coordination of Acoustic Surveys off Northwest Africa met in Dakar, Senegal, from 26 to 28 October 2002.

This group was established as one of the activities of Project GCP/INT/730/NOR “International Cooperation with the Nansen Programme: Fisheries Management and Marine Environment”. The project is funded by the Norwegian Agency for Development Cooperation (NORAD) and operated in close cooperation with the Institute of Marine Research, Bergen, Norway (IMR).

The general objective of the Planning Group is to plan the coordination of acoustic surveys in the region including intercalibration of research vessels and to act as a forum for discussion on issues important to acoustic surveys such as standardization of methods, acoustic research and training.

The second meeting of the Planning Group for the Coordination of Acoustic Surveys off Northwest Africa was held in Dakar, Senegal, from 28 to 29 October 2003. A total of ten scientists from five countries and FAO participated.

The FAO is grateful to the Planning Group participants who were responsible for the preparation of this report. Special thanks are also due to Marie-Thérèse Magnan, Rine Sola and Luigia Sforza for their assistance with the finalization of this document.

PRÉPARATION DE CE DOCUMENT

La première réunion du Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est réunie à Dakar, Sénégal, du 26 au 28 octobre 2002.

Ce groupe a été établi dans le cadre des activités du projet GCP/INT/730/NOR «Coopération internationale avec le Programme Nansen: aménagement des pêches et environnement marin». Le projet est financé par l'Agence norvégienne pour le développement (NORAD) et réalisé en étroite collaboration avec l'Institut de recherche marine (IMR), Bergen, Norvège.

Le Groupe de planification a pour objectif général l'organisation de la coordination des campagnes acoustiques dans la région, y compris l'intercalibration des navires de recherche, et de jouer un rôle de forum de discussion sur des questions importantes pour les campagnes acoustiques telles que la standardisation des méthodes, la recherche acoustique et la formation.

La deuxième réunion du Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est réunie à Dakar, Sénégal, les 28 et 29 octobre 2003. En tout, dix chercheurs de cinq pays et la FAO ont participé à la réunion.

ABSTRACT

The second meeting of the Planning Group for the Coordination of Acoustic surveys off Northwest Africa was held in Dakar, Senegal, from 28 to 29 October 2003. The general objective of the Planning Group is to plan the coordination of acoustic surveys in the region including intercalibration of research vessels and to act as a forum for discussion on issues important to acoustic surveys such as standardization of methods, acoustic research and training.

A total of ten scientists from the Gambia, Mauritania, Morocco, Norway, Senegal and FAO participated in the meeting. Mr Abdoulaye Sarre (CRODT, Senegal) was elected chairman of the meeting for a 2-year period.

The Planning Group noted that the three countries that possess their own research vessels had all conducted acoustic surveys in 2003 and that progress had been made in terms of planning and implementation of surveys as well as in data analysis and reporting. Nevertheless, there are still some issues that need to be addressed including the coordination of the national surveys to ensure complete coverage of the pelagic stocks, studies to reduce the noise level of the different research vessels, and the operation of the pelagic trawl to improve sampling of the target pelagic species. The importance of carrying studies on the Target Strength (TS) values of the main small pelagic fish species was also highlighted and a proposal for a two week training course was elaborated during the meeting. The Group initiated the planning of a parallel survey between the local research vessels and the R/V DR. FRIDTJOF NANSEN to be carried out in October-December 2004. The Group recommended to proceed to a characterization of echograms, for harmonization in the region. The Group further recommended that Gambia should establish contacts with Senegal to ensure a coverage and participation of Gambian scientists on the Senegalese surveys.

RÉSUMÉ

Le deuxième Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est réuni à Dakar, Sénégal, les 28 et 29 octobre 2003. Le Groupe de planification a pour objectif général d'organiser la coordination des campagnes acoustiques dans la région, y compris l'intercalibration des navires de recherche, et de jouer un rôle de forum de discussion sur des questions importantes pour les campagnes acoustiques telles que la standardisation des méthodes, la recherche acoustique et la formation.

En tout, dix chercheurs de la Gambie, du Maroc, de la Mauritanie, de la Norvège, du Sénégal et de la FAO ont participé. M. Abdoulaye Sarre (CRODT, Sénégal) a été élu Président du Groupe pour une période de deux ans.

Le Groupe de planification a remarqué que les trois pays qui possèdent leurs propres bateaux de recherche ont tous effectué des campagnes en 2003 et que des progrès ont été faits en termes de planification et conduite des campagnes ainsi qu'au niveau des analyses et rapport des données. Néanmoins, il y a toujours quelques questions qui doivent être abordées comme la coordination des campagnes nationales pour assurer une couverture complète des stocks pélagiques, des études ayant pour but de réduire le niveau de bruit dans les différents bateaux de recherche, et l'opération de chalut pélagique pour améliorer l'échantillonnage des espèces ciblées. L'importance d'effectuer des études sur l'index de réflexion (TS) des espèces principales des petits pélagiques à été soulignée et une proposition pour un cours de formation d'une durée de deux semaines a été élaborée pendant la réunion. Le Groupe a commencé la planification d'une campagne parallèle avec les bateaux nationaux et le N/R DR. FRIDTJOF NANSEN qui devra être effectuée en octobre–décembre 2004. Le Groupe a recommandé d'effectuer une étude sur la caractérisation des échogrammes afin d'établir une harmonisation dans la sous-région. Le Groupe a aussi recommandé que la Gambie devrait établir des contacts avec le Sénégal pour s'assurer l'inclusion ainsi que la participation des chercheurs gambiens aux campagnes sénégalaises.
