ELECTION OF COUNCIL MEMBERS UNDER THE BIENNIAL SYSTEM

The terms of office of the six members due to retire in 1950 should be prolonged to the regular session of the Conference in 1951. This would mean that in 1951 twelve members would be due to retire. Of these, the six members whose terms of office had not been extended should draw lots to decide which three, of their number, should retire in 1951. The terms of office of the other three and of those due to retire in 1952, should be extended to 1953. This would mean that in 1953 nine members would be due to retire and nine would have an unexpired term of two years, that is until 1955. All members elected to replace retiring members from 1951 on would be elected for four years. (A diagram illustrating these proposals is given below.)
