SUGGESTED RULES OF PROCEDURE OF THE PROGRAM COMMITTEE

RULE I

Officers

1. At the first session after its establishment by the Council pursuant to Rule XXVII paragraph 1 of the Rules adopted by the Conference, the Committee shall elect a Vice-Chairman from among its members.

2. The Chairman, or in his absence, the Vice-Chairman, shall preside at meetings of the Committee and exercise such other functions as may be required to facilitate its work.

RULE II

Sessions and Meetings

1. The Committee shall hold sessions as provided in Rule XXVII, paragraph 8, adopted by the Conference.

2.

(a) At the session held by the Committee in the first year of the biennium, the Committee shall:

(i) review the current activities of the Organization and the program aspects of the current Expanded Program of Technical Assistance;

(ii) consider the long term program objectives of the Organization in the light of the suggestions of the Conference, of the commissions and technical committees of the Conference, and of regional and other technical conferences.

(b) At the session held by the Program Committee in the second year of the biennium, the Committee shall review:

(i) the draft Program of Work submitted by the Director-General for the following biennium, and the relevant financial aspects of the program;

(ii) the program aspects of the current Expanded Program of Technical Assistance;

(c) The Program Committee shall also consider at any of its sessions any item that may have been referred to it by the Council or the Director-General.

3. Any number of separate meetings may be held during each session of the Committee.

4. The meetings of the Committee shall be held in private unless otherwise determined by the Committee.

5. The sessions of the Committee shall be held at the seat of the Organization or at another place in pursuance of a decision of the Council.

6. Notice of the date and place of each session shall be communicated to all members and alternates of the Committee at their known address as early as possible in advance of the session.

7. Any member of the Committee who is unable to attend one full session shall inform the Director-General and the Chairman as early as possible. The Director-General shall then invite the first alternate member and if necessary the second alternate member to attend that session.

8. Any member of the Committee or alternate may be accompanied by advisers.

9. Four members and/or alternates shall constitute a quorum.

RULE III

Agenda

1. The Director-General, in consultation with the Chairman of the Committee, shall prepare a provisional agenda for any session of the Committee. Every effort shall be made to circulate to all members and alternates of the Committee, as early as possible in advance of that session, the agenda and the documents to be used by the Committee at that session.

2. The first item on the provisional agenda shall be the adoption of the agenda.

3. Any member of the Committee may request the Director-General to insert an item on the provisional agenda. The Director-General shall thereupon circulate the proposed item to all members and alternates of the Committee? together with any necessary papers.

4. The Committee in session may amend the agenda by the deletion, addition, or modification of any item, provided that no matter referred to it by the Council or on the request of the Conference may be omitted from the agenda as adopted.

RULE IV

Voting

1. Each member of the Committee including the Chairman and each alternate substituting for a member shall have one vote.

2. Decisions of the Committee shall be taken by a majority of the votes cast.

3. Upon the request of any member or alternate, voting shall be by roll-call, in which case the vote of each member or alternate shall be recorded.

4. When the Committee so decides, voting shall be by secret ballot.

5. In addition to the above rules the provisions of Rule XII of the Rules adopted by the Conference shall apply.

RULE V

Records and Reports

1. At each session the Committee shall approve a report embodying its views, recommendations and decisions, including, when requested, a statement of minority views. Such other record) for its own use as the Committee may on occasion decide shall also be maintained.

2. Documents prepared for and used by the Committee shall be restricted to the use of the Committee, unless it shall decide otherwise. The Director-General may submit documents to the Committee with the request that their contents be kept confidential.

RULE VI

Expenses

No per diem or travel allowance shall be payable to any member of the Committee or alternate whose official work station is at the site of the session. Reasonable out-of-pocket expenses, such as taxis, etc., shall be payable to such member or alternate. Per diem and travel allowance in conformity with the travel regulations of the Organization shall be payable in all other cases. The advisers mentioned in Rule II, paragraph 8 above are not entitled to any allowances or to the reimbursement of expenses.

RULE VII

Suspension of Rules

A Rule of Procedure of the Committee may he suspended by the Committee provided that 24 hours' notice of the proposal for the suspension has been given. Such notice may be waived if no member or alternate objects.

SUGGESTED RULES OF PROCEDURE OF THE FINANCE COMMITTEE

RULE I

SUGGESTED RULES OF PROCEDURE FOR THE COMMITTEE ON COMMODITY PROBLEMS

RULE I

Officers

1. At the first session after its establishment by the Council pursuant to Rule XXX paragraph 1 of the Rules adopted by the Conference, the Committee shall elect a Chairman and two Vice-Chairmen from among its members who shall remain in office until the election of a new Chairman and Vice-Chairmen.

2. The Chairman, or in his absence the Vice-Chairman, shall preside at meetings of the Committee and exercise such other functions as may be required to facilitate its work.

3. The Director-General of the Organization shall appoint a Secretary who shall perform such duties as the work of the Committee may require and prepare the records of the proceedings of the Committee.

RULE II

Sessions

1. The Committee shall hold sessions as provided in Rule XXX paragraphs 4 and 5 of the Rules adopted by the Conference.

2. Any number of separate meetings may be held during each session of the Committee.

3. Meetings of the Committee shall be held in public unless the Committee decides otherwise.

4. The sessions of the Committee shall be held at the seat of the Organization or at another place in pursuance of a decision of the Council or of the Committee 02 at the request of the majority of the members of the Committee.

5. Notice of the date and place of each session shall be communicated to all Member Nations and Associate Members of the Organization and such international organizations as may have been invited to attend the session.

6. Each Member Nation of the Committee may appoint an alternate and advisers to its representative on the Committee.. An alternate 02 adviser shall not participate in the deliberations nor have the right to vote except when substituting for the representative.

7. Thirteen members and/or alternates of the Committee shall constitute a quorum.

RULE III

Observers

1. Any Member Nation of the Organization that is not a member of the Committee and any Associate Member may submit memoranda and participate without vote in any discussion of the Committee.

2. Participation of international organizations in the work of the Committee shall be governed by the relevant provisions of the Constitution and the Rules adopted by the Conference as well as by the general regulations of the Organization on relations with international organizations.

3. Attendance by non-member nations of the Organization at sessions of the Committee shall be governed by the principles relating to the granting of observer status to nations adopted by the Conference.

RULE IV

Agenda

1. The Director-General, in consultation with the Chairman of the Committee, shall prepare a provisional agenda and circulate it as early as possible in advance of the session to all Member Nations and Associate Members of the Organization and to all international organizations invited to attend the session.

2. The first item on the provisional agenda shall be the adoption of the agenda.

3. All Member Nations of the Organization and Associate Members acting within the limits of their status may request the Director-General to insert an item on the provisional agenda. The Director-General shall thereupon circulate the proposed item to all members of the Committee together with any necessary papers.

4. The Committee in session may amend the agenda by the deletion, addition or modification of any item, provided that no matter referred to it by the Council or on the request of the Conference may be omitted from the agenda as adopted.

RULE V

Records of meetings held in private shall be circulated only to members of the Committee unless the Committee authorizes circulation to the other Member Nations and to Associate Members of the Organization and to international organizations represented at the session.

RULE VII
