Evaluation of FAO's One Health programme

One Health is an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals and ecosystems. It recognizes the health of humans, domestic and wild animals, plants, and the wider environment (including ecosystems) are closely linked and inter-dependent.

FAO’s work in One Health has evolved over time in significant ways. Although the One Health Programme Priority Area was established in 2022, FAO’s work in One Health goes back over a decade. The results of the descriptive research will provide insights into the nature of that evolution and serve as a starting point for the formative and impact evaluations to follow.

Priority questions

  • How did FAO’s work in One Health evolve and been implemented from 2010 until 2022? 
  • How were results in One Health interventions measured?  
  • What was FAO’s comparative advantage within the Quadripartite collaboration (FAO, UNEP, WHO, and WOAH) during the period under review and how was it perceived by partners and donors?

 

Evaluation of FAO’s support to the Global Health Security Agenda to address Zoonotic Disease and Animal Health in Africa and Asia

 

This evaluation will inform planning, implementation, and programme monitoring and evaluation of the FAO Global Health Security Project. It will:

 

  • Identify lessons learnt and good practices, and areas for improvement.
  • Provide insights on FAO's support for animal health, One Health, and outbreak response at all levels.

The Global Health Security Agenda is a multilateral and multisectoral initiative that aims to strengthen the world's ability to prevent, detect, and respond to infectious disease threats.

Evaluation of FAO’s One Health

The Office of Evaluation (OED) is currently conducting an evaluation of FAO’s Programme Priority Area on One Health (Better Production 3), slated to be presented to the Programme Committee.

This priority area, established under the Strategic Framework 2022-2031, builds upon FAO’s extensive history of addressing One Health issues.

The evaluation, spanning the period from 2010 to 2023, will involve descriptive research, focusing on four key aspects of FAO’s One Health approach: defining and operationalizing One Health, resource allocation, outcome measurement, and partnerships.

While the findings will narrate FAO's historical engagement in One Health, this study will additionally offer insights and recommendations to enhance the effectiveness of FAO’s future work in One Health.
