Earth observation for measurement, reporting and verification of carbon removals

The European Space Agency (ESA), a Global Forest Observations Initiative (GFOI) Lead partner, is hosting a forthcoming conference with the European Environment Agency (EEA) on Earth observation (EO) for measurement, reporting and verification of carbon removals from 8 to 11 October 2024 in Copenhagen, Denmark. The EU has acknowledged the importance of land in capturing carbon to combat climate change by implementing LULUCF regulation and establishing the EU carbon removal certification framework. These initiatives are designed to ensure that land-use practices meaningfully contribute to the EU's climate objectives by accurately monitoring carbon fluxes and encouraging sustainable land management approaches.

The conference seeks to unite experts from diverse disciplines to explore how EO can facilitate ongoing and large-scale monitoring for timely and precise data within the European Union (EU) framework. In particular, it will focus on the application of the land use, land-use change and forestry (LULUCF) regulation, as well as the upcoming Carbon Removals and Carbon Farming Certification (CRCF) Regulation. The conference will be organized in two parts:

  • 8-9 of October: EO for improving LULUCF measurement, reporting and verification (MRV); and
  • 9-11 October: Second Forum on EO for Carbon Markets.

The objectives of this conference are to: 

  • update on recent climate policy developments with an overview of recent climate policy developments at the EU level in the land sector, improved MRV requirements and the carbon removals certification framework;
  • highlight EO advances by showcasing the latest developments in satellite and remote sensing technologies for carbon monitoring;
  • discuss regulatory implications by exploring the intersection of EO capabilities with the LULUCF regulation and the carbon removal certification framework;
  • share best practices through a platform of successful case studies in land carbon MRV; and
  • foster collaboration between greenhouse gas (GHG) national inventory experts and stakeholders to enhance the effectiveness of carbon removal initiatives.
