1. PROGRAM OF WORK

During the expert's assignment his efforts were directed toward the following objectives:

  1. Assist the Government in the formation and enactment of a lobster tagging study designed to gain immediate information on movement and growth, and which would later be expanded to determine mortality, and exploitation rate of the lobster stock.

  2. Review of the lobster statistical data collection system, and its possible revision in view of the results over the past two years.

  3. Study the relation of size composition, maturity, and molting and mating seasons of lobster in respect to existing regulations.

  4. Enactment through legislation of fishery permits and licensing of fishermen and cooperatives.

  5. Advise on the design of the fishery laboratory and research vessel to make them functional units.

  6. Assist the Government in initiating biological and statistical data collection on shrimp, scale fish, conch and turtle.

  7. To assist in the organization of publicity for fisheries in order to acquaint the public with this segment of the economy and its role in the country's economic development.
