1. INTRODUCTION

1.1 Background

The Imperial Government of Iran requested the Food and Agriculture Organization of the United Nations (FAO) for the service of an Inland Fishery Biologist for a period of six months in 1968 to assist the Government, through its Ministry of Natural Resources, in the preparation of a programme for the development of its inland fisheries.

In response to this request, FAO provided the services of Mr. Eugene W. Surber, (U.S.A.), for this assignment under the United Nations Development Programme, Technical Assistance Sector (UNDP/TA). Mr. Surber undertook the mission from 1 August 1968 to 31 January 1969.

Although the project was extended for a period of two years through 31 December 1970, Mr. Surber was unable to accept the longer term appointment. This report, therefore, covers only the initial period of six months.

The expert's terms of reference were:

“To advise and assist the Imperial Government of Iran, through its Ministry of Natural Resources, in the preparation of a programme for the investigation, management and development of inland fisheries, including fish culture.”
