FIFTY-FOURTH SESSION

INTRODUCTION

1. The Fifty-Fourth Session of the Council was held in Rome after the close of the Fifteenth Session of the Conference, on 28 November 1969, under the Chairmanship of Mr. Michel Cépède.

2. The Agenda of the Session as adopted is set out in Appendix A.

3. Mr.Bukar Shaib (Nigeria) and Mr.A.T.Johns (New Zealand) were appointed First Vice Chairman and Second Vice Chairman respectively.

Action Arising out of the Fifteenth Session of the Conference

Membership of Council Committees

9. At its Fifteenth Session the Conference recommended that the Council “contemplate the possibility of changing the character of the Committee on Fisheries, whose current members were 34 Member Nations, to convert it into a committee open to all interested nations” 1. A request was made at the Conference that the Council also consider the possibility of extending the change, if appropriate, to any other subsidiary body composed of a limited number of Member Nations. The Council requested the Programme Committee to study the matter and report the Fifty-Fifth Session of the Council, after consulting as required the Committee on Constitutional and Legal Matters.

10. The Council authorized the Director-General to invite the U.S.S.R. to attend in an observer capacity the Technical Conference on Fish Finding, Purse Seining and Aimed Trawling (Reykjavik, Iceland, May 1970), should the U.S.S.R. so request.

ADMINISTRATIVE AND FINANCIAL MATTERS

Appointment of Alternate Chairman of the FAO Appeals Committee

11. In accordance with Staff Regulation 301.111, the Council appointed His Excellency Brynolf Eng (Ambassador of the Kingdom of Sweden to Italy) as Alternate Chairman of the FAO Appeals Committee, to replace His Excellency A.D. McIntosh (Ambassador of New Zealand to Italy) who was relinquishing his duties as Ambassador to Italy.

Organization of Conference Sessions

12. In accordance with the recommendation of the Fifteenth Session of the Conference on the organization of the work of the technical committees of the Conference and of Commission I of the Conference, as recorded in paragraphs 481 to 492 of the report of that session, as well as with Resolution 6/69 “Agenda of the Conference and Shortening of the Sessions”, the Councilrequested the Director-General to prepare the necessary background material for submission to the spring 1970 sessions of the Programme and Finance Committees, in order that the Council at its Fifty-Fifth Session might consider these questions after study by the competent bodies.

13. The Council decided that its Fifty-Fifth Session should be convened in Rome in November 1970, the precise dates to be determined by the Director-General in consultation with the Independent Chairman of the Council.
