Main Influences Of Public Policies

On Forestry And Vice-Versa

Background

The influences of public policies on forestry have been recognised for many years. One of the basic Principals of the Tropical Forests Action Plan in 1985, and later on, National Forest Programmes, was a holistic and intersectoral approach. This theme has continued at UNCED in 1992 and in discussions at the Intergovernmental Forum on Forests (IFF) and currently at the United Nations Forum on Forests (UNFF).

Considering the lack of formal and systematic information on these policies or their influences, the Forestry Policy and Planning Division of the FAO Forestry Department has planned a major output: "Strengthened cross-sectoral linkages between forestry policies and other national policies". The aims are to:

improve general understanding of the linkages between different sectors,

improve formulation/implementation of forestry policies and plans,

improve institutional linkages/partnerships among related sectors,

develop mechanisms to evaluate externalities/internalities of sectoral policies.

A paper is currently being prepared which will focus on the main issues and influences of public policies on sustainable forest management and also of forestry policies on other areas. In this context we are inviting you to contribute by drawing on your own knowledge/experience and relating relevant information to us with this questionnaire. For example, you could report on specific positive or negative impacts of public policies on forestry and vice versa.

The following Section asks you to provide details of the influences associated with cross-sectoral influences that you have come across. If you have more than one example please copy this page and paste below.

Referring to a recent/current example from your own experience, summarise the important positive or negative influences of either a) a non-forestry sector policy on sustainable forest management or b) a forestry sector policy on another area.
