Proposed Terms of Reference
The Working Group, with the close collaboration of the Secretariat, will:
Identify the long-term and short-term activities that NACA will have to undertake within a time frame of about ten years, in order to fulfill its objectives detailed in the Agreement of its establishment as a non-governmental institution.
Taking into account other initiatives in the region, formulate a suitable plan of action and appropriate strategies for implementation of the required activities.
Prepare on the basis of (1) and (2) above a short-term programme of work, together with a detailed budget for consideration of the Council and other donor agencies.
Suggest ways and means of mobilizing the resources needed to finance the plan of action in the long and short term.
For carrying out the above tasks, the Working Group is empowered to coopt additional members, as required, to assist in specific aspects of its Terms of Reference.
