Annex XI

Statement on collaboration between NACA and the International Centre for Living Aquatic Resources Management (ICLARM)

ICLARM is an autonomous, non-profit, international, scientific and technical center similar in many ways to the international agricultural research centers. It has been organized to conduct, stimulate and accelerate research on all aspects of fisheries and other living aquatic resources. ICLARM is an operational organization, not a granting or funding entity. Its program of work is aimed at resolving critical technical and socio-economic constraints to increase production, improved resource management, and equitable distribution of benefits in economically developing countries. It pursues these objectives in the fields of aquaculture, traditional fisheries, resource development and management, fisheries affairs, and education and training through cooperative research with institutions in developing and developed countries.

ICLARM is primarily a research organization with broad programs which range from basic fish biology to technology development and socio-economics. ICLARM's Aquaculture Program has four major areas : commodities; economics; stock improvement and integrated farming.

ICLARM does not have research facilities of its own apart from the library and information and data processing equipment at its Manila headquarters. All research projects are therefore cooperative in nature : partnerships with other agencies and institutions.

It is clear that NACA and ICLARM have many common aims and interests. There are therefore strong reasons for NACA - ICLARM cooperation. There is at present no formal memorandum of agreement between NACA and ICLARM, but ICLARM staff have already contributed to the NACA training course for senior aquaculturists and will continue to do so in 1983.

The best possibilities for future NACA-ICLARM collaboration are as follows :

Research

  1. Commodity - specific projects on reproduction, nutrition and environmental physiology of tilapias, carps, mullets, milkfish, catfishes and bivalve molluscs

  2. Economics and socio-economics of culture operations and industries.

  3. Stock improvement by genetic work, especially for tilapias in freshwater and saline systems.

  4. Biological and chemical factors affecting production in polyculture and integrated farming systems.

Training

  1. Involvement of ICLARM staff in NACA training activities

  2. Collaborative training missions and workshops

  3. Development of curricula and curricula materials such as textbooks, readers, manuals, and audio-visual aids

Information

  1. Close liaison between NACA and ICLARM Information Services.

  2. Exchange of publications and reports.

  3. Co-publication of information.

  4. Co-organization of conferences, workshops and seminars.
