4. CONCLUSION

The original project document had mentioned in the past that fish farming could only prove to be sustainable if assistance was given to groups / associations. This original concept was not implemented from the beginning. Instead, cash given to the beneficiaries at the beginning of the scheme was squandered. The introduction of loans in kind to both groups and individuals also had its problems. However, it is interesting to note that this original concept of loans to groups is still valid, and this is what is now the main principle underlying the present scheme. However, it should be noted that there would be need for loans to groups to be guaranteed by at least 5–10 farmers living close by.

The loan scheme will in future still be modified with the experience gained. With the introduction of composed and balanced feeds, a much better fish production and therefore income generation is foreseen.

And finally, the key to success will remain dedicated staff members with a full understanding of the scheme, willing to help the farmer achieve the best results possible.
