Dr Robert Scholes opened the Global Climate Observing System (GCOS)/Global Terrestrial Observing System (GTOS) Terrestrial Observation Panel for Climate (TOPC) meeting on 19 March 1996 at the Franschhoek Mountain Manor, Franschhoek, South Africa. He welcomed the participants (Annex 1). The meeting was chaired by Dr Josef Cihlar.
