PROCEDURE	PROCÉDURE	CUESTIONES DE PROCEDIMIENTO
1. The Thirtieth Session of the Council of the Food and Agriculture Organization of the United Nations was held in Rome on 15 January 1959, under the chairmanship of Mr. S. A. Hasnie. It met on the call of the Director-General for the purpose of confirming the appointment of Dr. Norman Wright to fill the vacancy in the office of Deputy Director-General resulting from the resignation of Dr. F. T. Wahlen.	1. Le Conseil de l'Organisation des Nations Unies pour l'alimentation et l'agriculture a tenu sa trentième session à Rome, le 15 janvier 1959, sous la présidence de M. S. A. Hasnie. Cette session avait été convoquée par le Directeur général afin de confirmer la nomination de M. Norman Wright au poste de Directeur général adjoint, devenu vacant à la suite de la démission de M. F. T. Wahlen.	1. El 30^o Periodo de Sesiones del Consejo de la Organización de las Naciones Unidas para la Agricultura y la Alimentación se celebró en Roma, el 15 de enero de 1959, bajo la presidencia del Sr. S. A. Hasnie. El Consejo fue convocado por el Director General con el propósito de confirmar el nombramiento del Dr. Norman Wright como Director General Adjunto para cubrir la vacante creada por la renuncia del Dr. F. T. Wahlen.
2. The agenda of the session is given in Appendix A.	2. L'ordre du jour de la session figure à l'Annexe A.	2. En el Apéndice A figura el programa del periodo de sesiones.
3. In view of the official purpose and duration of the session, the Council decided to suspend Rule 1, par.1 of the Rules of Procedure for the Council regarding the election of a first and second vice-chairman.	3. Etant donné l'objet et la courte durée de la session, le Conseil a décidé de suspendre l'application des dispositions du paragraphe 1 de l'Article XXXVI du Règlement intérieur du Conseil concernant l'élection du premier et du second vice-présidents.	3. En vista del propósito oficial y de la duración del periodo de sesiones, el Consejo decidió suspender la aplicación del párrafo 1 del Artículo I del Reglamento del Consejo relativo a la elección de un primer y un segundo vicepresidentes.

4. In accordance with the terms of Rule XXXVI, par. 1 of the Rules adopted by the Conference, the appointment of the Deputy Director-General is subject to confirmation by the Council.	4. Conformément aux dispositions du paragraphe 1 de l'Article XXXVI du Règlement intérieur adopté par la Conférence, la nomination au poste de Directeur général adjoint est faite par le Directeur général, sous réserve de confirmation par le Conseil.	4. Conforme al párrafo 1 del Articulo XXXVI del Reglamento Aprobado por la Conferencia, el nombramiento del Director General Adjunto debía ser confirmado por el Consejo.
5. The Council paid tribute to the outstanding services rendered by Dr. Wahlen, and satisfaction was expressed at the Director-General's decision to appoint Dr. Norman Wright to the post of Deputy Director-General. These views were recorded in the following resolutions which the Council unanimously adopted:	5. Le Conseil rend hommage à M. noting the circumstances in which Dr. F. T. Wahlen resigned from the office of Deputy Director-General to be elected Federal Councillor of Switzerland;	informé des circonstances dans lesquelles M. F. T. Wahlen a remis sa démission du poste de Directeur général adjoint, à l'occasion de son élection au Conseil fédéral de la Suisse;	considerando las circunstancias en que el Dr. F. T. Wahlen ha renunciado a su cargo de Director General Adjunto para presentar su candidatura al cargo de Consejero Federal de Suiza,
conveys to Dr. Wahlen its sincerest regret at his departure from the Organization in which, because of his outstanding ability, his energy, his belief in the purposes of the Organization and his deep understanding of human relations, he has rendered the most distinguished service, first as Director of the Organization's Agriculture Division and then as Deputy Director-General; and	exprime à M. noting the decision of the Director-General to appoint Dr. Norman Wright to fill the vacancy created by the departure of Dr. F. T.
