1. The Thirty-Second Session of the Council of the Food and Agriculture Organization of the United Nations was held in Rome on 29 and 30 October 1959 under the chairmanship of Mr. S.A. Hasnie.1. Le Conseil de l'Organisation des Nations Unies pour l'alimentation et l'agriculture a tenu sa trente-deuxième session à Rome les 29 et 30 octobre 1959, sous la présidence de M. S.A. Hasnie.1. In accordance with Rule XXV-5(b) of the Rules Adopted by the Conference the following eleven Member Nations were appointed by the Council as members of the Nominations Committee: Canada, Chile, Colombia, France, Ghana, Indonesia, Lebanon, Spain, Switzerland, Thailand, United Arab Republic.7. The Council heard a statement by Dr. Justus Rohrbach (Germany), in his capacity as First Vice-Chairman of the Committee on Commodity Problems, introducing the report of the Thirty-Second Session of CCP, which was held in Rome 22–28 October 1959 (Document C 59/9).9. Le Conseil a entendu un exposé de M. J. Rohrbach (Allemagne) qui, en sa qualité de premier Vice-président du Comité des produits, a présenté le rapport de la trente-deuxième session de ce Comité (C 59/9), tenue à Rome du 22 au 28 octobre 1959.9. 10. The Council expressed its satisfaction with the work done by the Committee and decided that the report should be forwarded to the Conference for its consideration.10. The Council had before it the reports of the Committee on Constitutional and Legal Matters on items I, II(a) and II(b, i) mentioned above, which in compliance with instructions from the Council had been prepared as Conference Documents C59/32, C59/32 Supp. 1, C59/32 Supp. 2, and C59/47.12. Le Conseil avait été saisi des rapports du Comité des questions constitutionnelles et juridiques sur les points I, II(a) et II(b, i), rapports qui, conformément aux instructions du Conseil, avaient fait l'objet des documents de Conférence C59/32, C59/32 Sup. 1, C59/32 Sup. 2 et C59/47.12. 13. The Council, having heard a statement by the Chairman of the Committee on these reports, agreed to transmit them to the Conference for consideration.13. Après avoir entendu une déclaration du Président du Comité au sujet de ces rapports, le Conseil décide de les transmettre à la Conférence pour examen.13. 14. Noting that the Committee on Constitutional and Legal Matters had been unable to consider the draft agreements falling under items II(b, ii), III and IV, since their preparation had not been completed in time, the Council heard a statement by the Legal Counsel concerning the status of these agreements and decided to refer consideration of them to the Conference.14. Notant que le Comité des questions constitutionnelles et juridiques n'avait pas été en mesure d'examiner les trois projets d'accord visés aux points II(b, ii), III et IV, car ils n'étaient pas prêts à temps, le Conseil a entendu une déclaration du Conseiller juridique au sujet de l'état des travaux relatifs à ces accords et décide d'en renvoyer l'examen à la Conférence.14. AGREEMENT WITH THE GOVERNMENT OF GHANA CONCERNING THE AFRICAN REGIONAL OFFICE

15. An agreement with the government of Ghana concerning the African Regional Office having been prepared, the Council heard a statement by the Legal Counsel on the status of this agreement and noted that it had authority under Conference Resolution No. 69/51 to approve this agreement. The Council, however, considered it more appropriate that the Conference, which had initiated the establishment of the African Regional Office, should give consideration to this agreement. The Council accordingly decided to refer it to the Conference with a recommendation that it be approved.15. Un accord avec le gouvernement du Ghana concernant le Bureau régional pour l'Afrique ayant été préparé, le Conseil a entendu une déclaration du Conseiller juridique à ce sujet. Le Conseil a noté qu'aux termes de la résolution No 69/51 de la Conférence, il avait pouvoir de l'approuver, mais il a jugé préférable que l'accord soit examiné par la Conférence, laquelle a pris l'initiative de la création du Bureau régional pour l'Afrique. Le Conseil a donc décidé de renvoyer cet accord à la Conférence en recommandant qu'il soit approuvé.15. Habiéndose preparado un acuerdo con el gobierno de Ghana relativo a la Oficina Regional de Africa, el Consejo escuchó una exposición del Asesor Jurídico sobre el estado de dicho acuerdo, tomando nota de que por Resolución No 69/51 de la Conferencia estaba facultado para aprobarlo. No obstante, juzgó más acertado que la Conferencia, de la que había partido la iniciativa de crear dicha Oficina, fuese la que examinara este acuerdo. En consecuencia, el Consejo resolvió dar traslado del mismo a la Conferencia junto con su recomendación favorable a la aprobación.

APPLICATION FOR CONSULTATIVE STATUS SUBMITTED BY THE WORLD UNION OF CATHOLIC WOMEN'S ORGANIZATIONS

16. The regulations governing the granting of status to international nongovernmental organizations provide that the Conference will at each session examine and take a decision upon proposals submitted by the Council concerning organizations seeking consultative status.16. Les règles applicables à l'octroi du statut consultatif aux organisations internationales non gouvernementales prévoient que la Conférence examine à chacune de ses sessions les propositions du Conseil touchant les organisations qui désirent être admises au statut consultatif et prend une décision à ce sujet.16. Las normas que regulan la concesión de las diferentes categorías de relaciones a las organizaciones internacionales no gubernamentales establecen que la Conferencia examinará en cada período de sesiones, adoptando una decisión al respecto, las propuestas presentadas por el Consejo acerca de las organizaciones que pretendan ser reconocidas como entidades consultivas.
   
17. In accordance with the said regulations, the Director-General submitted to the Council an application for consultative status which he had received from the World Union of Catholic Women's Organizations (WUCWO), which already has liaison status with the Organization.17. En vertu de ces dispositions, le Directeur général a soumis au Conseil une demande d'admission au statut consultatif qu'il a reçue de l'Union mondiale des organisations féminines catholiques (UMOFC), laquelle a actuellement un statut de liaison avec la FAO.17.   1. the trend had been toward an increasingly large area of interest common to the two organizations, particularly with the growing emphasis on the social and welfare aspects in FAO's Program of Work;

  1. it conducted seminars for educating women in family, household and civic duties, laying stress on training leaders for work in rural areas;

  1. it was a strong supporter of FAO and its work, was represented at appropriate FAO meetings, and gave increasing publicity to the work of FAO in its publications.

20. The Council consequently believes that the World Union of Catholic Women's Organizations is capable of fulfilling the obligations required of organizations in consultative status with FAO, and has the standing and scope necessary to justify a grant of that status. The Council consequently proposes the following resolution for adoption by the Conference:20. On the proposal of the United States Representative, the Council decided that it should at one of its coming sessions review its functions and methods in relation to its subsidiary groups and to other United Nations organizations.21. In Resolution No. 57/57 the Conference requested the Director-General to report to its Tenth Session through the Council on the Organization's experience with the biennial budgeting system that had come into force as from the financial period 1958–59.22. Par résolution No 57/57, la Conférence invitait le Directeur général à lui présenter à sa dixième session, par l'intermédiaire du Conseil, un rapport sur les résultats qu'aurait donnés l'application du système de budget biennal, qui est entré en vigueur à compter de l'exercice financier 1958–59.22. En su Resolución No 57/57, la Conferencia había pedido al Director General que le informara en su Décimo Período de Sesiones, por conducto del Consejo, acerca de la experiencia adquirida respecto al sistema de presupuesto bienal aplicado a partir del ejercicio económico 1958–59.
   
23. The Director-General made a statement on the experience to date. The Council took note of this statement and agreed that it should be transmitted to the Conference.23. 24. This being the last meeting of the Council over which Mr. Hasnie would preside, the members of the Council were unanimous in wishing to pay him a warm tribute for the high qualities he had displayed as Independent Chairman of the Council. They praised the authority allied to good humor and the objectiveness with which he had conducted all discussions, and laid stress on the significant services he had rendered to the Council and to the Organization as a whole during his years of office in that capacity.24. Cette session étant la dernière que présidait M. Hasnie, les membres du Conseil ont été unanimes à rendre hommage aux éminentes qualités dont il a fait preuve au poste de Président indépendant du Conseil. Ils ont loué son autorité toujours alliée à une parfaite bonne humeur, ainsi que l'objectivité avec laquelle il a su guider les débats, et ils ont souligné la valeur des services qu'il a rendus au Conseil et à l'Organisation tout entière durant les années où il a occupé cette charge.24.
