Nueya York, 16–17 abril 1962

INTRODUCCION

1. De conformidad con la Resolución N^o. 1/61 del 11^o período de sesiones de la Conferencia, el 38^o período de sesiones del Consejo de la Organización de las Naciones Unidas para la Agricultura y la Alimentación se reunió en la Sede de las Naciones Unidas, Nueva York, el 16 y 17 de abril de 1962, bajo la presidencia del Sr. Louis Maire.

2. El programa del período de sesiones aprobado es el que figura en el Apéndice I.

3. El Sr. Soesilo H. Prakoso (Indonesia) y el Profesor G. Ugo Papi (Italia) fueron designados Primero y Segundo Vicepresidentes, respectivamente.

FALLECIMIENTO DEL Dr. G.S.H. BARTON Y DEL MUY HONORABLE J.G. GARDINER

4. El Consejo rindió homenaje a la memoria del difunto Dr. G.S.H. Barton, ex Viceministro de Agricultura del Canadá, quien estuvo estrechamente vinculado a la FAO desde que se celebró la Conferencia de Hot Springs en 1943.

5. El Consejo rindió tributo también a la memoria del extinto J.G. Gardiner, Ministro de Agricultura del Canadá desde 1935 hasta 1957, y jefe de la delegación del Canadá en el Séptimo período de sesiones de la Conferencia de la FAO.

I. PROGRAMA MUNDIAL DE ALIMENTOS

6. El Consejo examinó el informe del primer período de sesiones del Comité Intergubernamental del Programa Mundial de Alimentos (CI) presentado en cumplimiento de las disposiciones de la Resolución N^o 1/61 de la Conferencia de la FAO y de la Resolución 1714 (XVI) de la Asamblea General de las Naciones Unidas, relativas al Programa Mundial de Alimentos.

7. El Consejo estudió y discutió este informe, expresando su reconocimiento por la labor realizada, a la vez que prestó atención a aquellos puntos respecto de los cuales uno o más países habían expresado una reserva o estimado pertinente formular alguna observación.

8. El Consejo opinó que el informe era satisfactorio y debería aprobarse tal cual fue presentado, en la inteligencia de que las actas resumidas del presente período de sesiones se facilitarían para la orientación ulterior del Comité Intergubernamental y del Director Ejecutivo del Programa Mundial de Alimentos, que las tendría en cuenta al poner en ejecución el Programa. En estas actas se consignaría que varias delegaciones suscitaron cuestiones que consideraban deberían tenerse presentes o que requerían examen.

9. Con respecto a la evaluación de las aportaciones en productos básicos, quedó entendido que el Director Ejecutivo incluiría también en su informe anual una exposición complementaria, en la que constaría, tocante a las aportaciones en efectivo de cada país, el costo o valor de las mismas basado en los precios nacionales del país considerado, así como también la indicación de las cantidades efectivas de los productos. Además, el Consejo estimó que la cuestión, en su conjunto, podría quedar sometida al estudio del Comité Intergubernamental en consulta con el Secretario General y el Director General.

10. El Consejo aprobó la siguiente resolución:

Resolución N^o 1/38

PROGRAMA MUNDIAL DE ALIMENTOS

EL CONSEJO

Recordando la Resolución 1714 (XVI) de la Asamblea General de las Naciones Unidas y la Resolución N^o 1/61 de la Conferencia de la FAO relativas al Programa Mundial de Alimentos NU/FAO, en virtud de las que se estableció un Comité Intergubernamental con instrucciones de reunirse a comienzos de 1962 para preparar recomendaciones sobre las condiciones y procedimientos aplicables a la creación y al funcionamiento del Programa;

Habiendo examinado el informe de este Comité Intergubernamental (CL 38/2),

Expresa su reconocimiento por la labor que éste ha realizado;

Aprueba los procedimientos y disposiciones recomendados por el Comité;

Recomienda que el Programa se inicie en cuanto sea posible y, por lo tanto, que la Conferencia de promesas de contribuciones se convoque a la mayor brevedad; e

Invita a los gobiernos de los Estados Miembros a adoptar cuanto antes medidas para preparar la Conferencia de promesas de contribuciones y, al determinar sus promesas de contribución, a tener en cuenta la necesidad de lograr el objetivo de 100.000.000 de dólares en productos básicos, servicios y dinero.

II. PLANES PARA EL CONGRESO MUNDIAL DE LA ALIMENTACION

11. Se informó al Consejo sobre la marcha de los preparativos para la celebración del Congreso Mundial de la Alimentación. El Gobierno de los Estados Unidos de América ha tenido la generosidad de invitar al Director General a que convoque a este Congreso en Wáshington, D.C., en junio de 1963.

12. De conformidad con lo dispuesto en el párrafo 3 de la Resolución N^o 13/59 aprobada por la Décima Conferencia, el Consejo autorizó al Director General a que invitase a participar en dicho Congreso a los nacionales de países que no son miembros de la FAO pero que habrán de participar en la Conferencia de las Naciones Unidas sobre la aplicación de la ciencia y la tecnología en beneficio de las regiones menos desarrolladas.

III. COMITE DE PENSIONES DEL PERSONAL DE LA FAO

13. En vista de la renuncia del Sr. John H. Moore (Estados Unidos de América) como representante gubernamental suplente en el Comité de Pensiones del Personal de la FAO, el Consejo designó al Sr. Donald B. Eddy (Estados Unidos de América) para cubrir el puesto vacante, con efectividad a partir del 16 de abril de 1962.

IV. FECHA Y LUGAR DEL 39^o PERIODO DE SESIONES DEL CONSEJO

14. El Consejo decidió celebrar su 39^o período de sesiones en Roma, el 15 de octubre de 1962.

PROCEDIMIENTOS Y DISPOSICIONES PARA EL PROGRAMA MUNDIAL DE ALIMENTOS APROBADOS POR EL CONSEJO ECONOMICO Y SOCIAL EN SU 33^o PERIODO DE SESIONES

EL CONSEJO ECONOMICO Y SOCIAL

Recordando las Resoluciones 1714 (XVI) de la Asamblea General, de 19 de diciembre de 1961, y 1/61 de la Conferencia de la Organización de las Naciones Unidas para la Agricultura y la Alimentación, relativas al Programa Mundial de Alimentos NU/FAO y en virtud de las cuales se estableció un Comité Intergubernamental con instrucciones de reunirse a principios de 1962 para preparar recomendaciones sobre las condiciones y procedimientos aplicables a la creación y al funcionamiento del Programa,

Habiendo examinado el informe del Comité Intergubernamental NU/FAO y la parte del informe del Consejo de la Organización de las Naciones Unidas para la Agricultura y la Alimentación relativa al Programa Mundial de Alimentos,

1. Expresa su reconocimiento por la labor que ha realizado el Comité Intergubernamental NU/FAO;

2. Asiente a la aprobación dada por el Consejo de la Organización de las Naciones Unidas para la Agricultura y la Alimentación a los procedimientos y disposiciones recomendados por el Comité;

3. Conviene asimismo en que el Programa se inicie a la mayor brevedad y, por lo tanto, en que se convoque sin dilación la Conferencia de promesas de contribuciones;

4. Invita a los gobiernos de los Estados Miembros de las Naciones Unidas y a los miembros de los organismos especializados, a que adopten cuanto antes medidas preparatorias de su participación en la Conferencia de promesas de contribuciones y a que, al determinar la cuantía de éstas, tengan presente la necesidad de lograr el objetivo de 100.000.000 de dólares en productos básicos, servicios y dinero;

5. Transmite al Comité Intergubernamental, para su información y ulterior orientación, las actas de los debates celebrados al respecto durante su 33^o período de sesiones
