FORTY-SECOND SESSION

INTRODUCTION

1. The Forty-Second Session of the Council was held in Rome, after the close of the Twelfth Session of the Conference, on 6 December 1963 under the chairmanship of Mr. Georges Haraoui.

2. The agenda of the session, as adopted, is set out in Appendix A.

3. Mr. Raul Aldunate (Chile) and Mr. Jonah Ranaivo (Madagascar) were appointed First Vice-Chairman and Second Vice-Chairman respectively.

II. NOMINATIONS FOR THE UN/FAO INTERGOVERNMENTAL COMMITTEE OF THE WORLD FOOD PROGRAM

5. In resolution No. 3/63, the Conference at its Twelfth Session decided, subject to the concurrence of the UN General Assembly, to raise the membership of the UN/FAO Intergovernmental Committee of the World Food Program from 20 to 24, and requested the Council to elect two of the new members, the filling of the other two being a matter for the United Nations. The General Assembly having approved this increase in membership, the Council elected the Federal Republic of Germany and the Republic of the Philippines to the two seats to be filled by FAO.

III. FREEDOM FROM HUNGER CAMPAIGN

6. In the light of Resolution No. 4/63 on the Freedom from Hunger Campaign adopted by the Conference at its Twelfth Session, the Council considered the arrangements it should make for advising and assisting the Director-General in connection with the preparation of plans for the future of the Campaign. For that purpose, it decided to set up a Committee-of-the-Whole of the Council to meet before its Forty-Third Session and to report to that Forty-Third Session. The Committee-of-the-Whole would be convened by the Director-General in consultation with the Chairman of the Council and would meet in Rome.

IV. MATTERS REFERRED BY THE TWELFTH SESSION OF THE CONFERENCE TO THE STANDING COMMITTEES OF THE COUNCIL

7. The Council requested the Program Committee, the Finance Committee, the Committee on Commodity Problems and the Committee on Constitutional and Legal Matters to place on their agenda the requests, recommendations and decisions specifically referred to them by the Twelfth Session of the Conference for consideration and advice.

V. DATE AND PLACE OF THE FORTY-THIRD SESSION OF THE COUNCIL

8. The Council decided that its Forty-Third Session should be convened in Rome on Monday, 5 October 1964 and sit until approximately 16 October 1964.
