LE PRESIDENT: Tout d'abord je tiens à m'excuser pour ce retard dû au fait que nous avons mené des consultations afin de tenter de parvenir à un consensus sur la Résolution qui est contenue dans le document REP 6/Rev 1. Avant de vous faire part du résultat des consultations que j'ai menées pendant presque deux heures, je tiens à m'excuser pour les erreurs qui se sont glissées dans l'impression du rapport qui vous a été distribué ce matin. Dans le document que vous détenez actuellement les phrases barrées ont été éliminées. Par conséquent, il n'y a aucun changement dans le texte tel que l'a arrêté le Comité de rédaction dans sa dernière séance.

Avant de commencer, je crois qu'un certain nombre de délégations ont demandé des compléments d'informations notamment sur le fonds fiduciaire qui est envisagé dans la Résolution. Je vais donc passer la parole à M. Moore afin qu'il donne ces informations pour nous permettre de procéder à l'adoption de la Résolution et du rapport de la Commission.

LEGAL COUNSEL: I understand that questions were raised this morning regarding commercial sponsorship. Of course, the Director-General has the power to establish Trust Funds under our Financial Regulation 6.7. However, there is specific reference in the body of the Report to commercial sponsorship, and I would like to make a few points in clarification of this idea.

First of all, it is in line with the express wishes of the membership of this Organization that the Organization should draw as much as possible on the resources of the private sector, and that is one thing we intend to do with the commercial sponsorship scheme.

Secondly, this is very much in line with the current practice of the United Nations. The United Nations is in fact using commercial sponsorship schemes very much in connection with its 50th anniversary celebrations. We are proposing to follow very closely the United Nations practice and guidelines used in connection with commercial sponsorship. Basically, these are that one should avoid calling upon commercial sponsors who are controversial or are engaged in controversial activities in any way - for example alcohol, tobacco, or in activities destructive of the environment, etc. The United Nations feels that these activities may be controversial and it is better therefore to avoid these kinds of activities in sponsorship. Also where there is any possibility of a conflict of interest, or any activities where there are burning issues, as it were, before the Organization, it would not be a good idea to take on commercial sponsors who are seen to be strongly for or against a particular issue of this kind.

Of course, the United Nations has always urged that tight legal control should be used over the use of the name of the United Nations and its emblem. We will ensure that there is strong legal agreement with any commercial sponsor regarding the use of the name and the emblem.

As in the case of the United Nations, it will be the commercial sponsor who should be seen as sponsoring the summit or the activities of FAO rather than it being perceived in any way that FAO would be endorsing a company or its commercial products. In this connection, the use of a separate logo for the summit might make it easier to maintain control over commercial sponsorship.

I hope that this explanation is satisfactory to those delegations who wished for further clarification.

LE PRESIDENT: J'espère qu'à la lumière de ces explications nous pourrons entamer l'adoption du rapport REP 6. Je vous rappelle que le Comité de rédaction a passé plus de 15 heures pour arriver au rapport que nous avons actuellement.

Je tiens à remercier le Président du Comité et les Membres pour le travail qu'ils ont accompli. En raison de contraintes de temps, ils ont soumis au Comité des résolutions un texte dans lequel figuraient des crochets. Ils ont ensuite travaillé de façon très acharnée et sont parvenus à un consensus sur le texte, ce qui leur a permis d'ôter les crochets.

Je dois dire que ce projet de résolution dans le rapport final viendra à la fin du rapport sur le Sommet.

Je soumets à votre attention quelques amendements qui d'une façon générale n'affectent pas le fond des points qui sont abordés dans cette résolution. Lorsque vous aurez pris note de ces amendements, je vous proposerai d'adopter cette résolution par consensus. Nous procéderons à l'examen des paragraphes, au cours duquel les délégations pourront éventuellement exprimer leur point de vue s'ils estiment que les termes du rapport ne reflètent pas ce qu'ils ont exprimé au cours du débat.
