CHAIRMAN: The draft report of Commission II - Part 4, deals with the plant genetic resources resolution. I would like to indicate two corrections on page 3 of that resolution. The first line of page 3 should be “without restrictive” not “restricted” and “restrictive practices” with c, not with s.
M.S. ZEHNI (Libya) (original language Arabic): First of all I should like to congratulate you personally and also to congratulate the Director-General, because both of you attended, the Contact Group meeting which means that we were enabled to successfully draft this resolution. You know that the spirit which prevailed in the course of our meeting - and which lasted very late last night, by the way - was a very constructive one indeed. We all expressed understanding for the opinion of each other and thus, Mr. Chairman, we were able to achieve an acceptable text after very many difficulties. That is why, sir, I would suggest that we accept the result of this work by the Contact Group without a debate, particularly as time is now of the essence.

JUAN-MARCOS ISSA (Mexico): Yo quisiera también adherirme a las felicitaciones a usted como Presidente de la Comisión II y como persona que encabezó los trabajos del Grupo de contacto celebrado anoche, felicitarnos a todos los que participamos en esa reunion por el espíritu de comprensión y en la cual se buscô que prevaleciera, lo que originalmente motivó la propuesta por parte de la delegación mexicana de esta résolución; felicitar al Director General por su personal interés y su presencia en estos interesantes debates y a todos aquellos hermanos latinoamericanos y países en desarrollo que acogieron unánimemente la propuesta y la iniciativa mexicana, por lo demás que no es de Mexico, sino de todos aquellos que hace muchos años estuvieron trabajando en pro de estas ideas.
Por todo esto señor Presidente, también solicitaría, de ser aceptado, que esta propuesta pase sin debate y sin reserva alguna por parte de ningún paîs.
CHAIRMAN: We have the proposal submitted by the delegates of Libya and Mexico to approve the resolution as contained in C 81/II/REP/4 as a whole.
A.L. MACHADO DE MORAES (Brazil): We would like to express our congratulations to the Mexican delegation for the initiative of having presented the proposal on the establishment of an international bank for plant genetic resources, and we also would like to express our confidence with the studies to be undertaken. We would strongly recommend this implementation for the reason that we strongly support the resolution and also the proposal that acceptance of the resolution be made by all.
