CHAIRMAN: The meeting is called to order. Before we start the formal proceedings I have an announcement to make. As a result of the consultations with various regional groups we have been able to finalize the composition of the Drafting Committee. This Committee will be chaired by the delegate of Australia, Mr. J. Sainsbury. The members of the Drafting Committee will be from Canada, Hungary, Kenya, the People's Democratic Republic of the Yemen, Philippines, Switzerland and Uruguay.
