CHAIRMAN: May I congratulate the delegates elected for the first period. Now we pass to the election and voting of Council members for the second period.

LE SECRETAIRE GENERAL: Pour cette seconde période, la Conférence est maintenant appelée à élire trois pays pour l'Afrique, six pour l'Asie, trois pour l'Europe, trois pour l'Amérique latine et les Caraibes et un pour le Proche-Orient.

Conformément aux règles en vigueur, un pays qui n'a pas été élu pour la première période est automatiquement candidat pour la deuxième période à moins qu'il ne se désiste. En l'occurrence, c'est le cas du Costa Rica, qui n'a pas été élu pour la période novembre 1987-décembre 1990 et qui devient d'office candidat pour la deuxième période, c'est-à-dire du ler janvier 1989 à novembre 1991.

CHAIRMAN: I would like to ask the delegates of Burma and Dominica to act as tellers. I have been informed that there are at least 95 delegations represented in the Hall, so there is a quorum. If there are no comments we will now start to call the Member Nations to vote.

CHAIRMAN: As you have heard, we need another round of elections for three regions: Asia. Europe, and Latin America and the Caribbean. Are there any comments, please? If none, then we will go ahead with the voting, and I will ask the Secretary to proceed with it.

I did not wish to stop you from proceeding with the next round of voting, but I should like to seek your indulgence £or a few minutes. We are having consultations in our group about the possibility of having a consensus. If you could give us five minutes, I could come back to you with the outcome of the consultations in our group

Waliur RAHMAN (Bangladesh): Mr Chairman, may I express my sincere thanks for your indulgence. I regret to have to inform you that we have not been able to reach a consensus, although I had thought that we could do so. That leaves us with no alternative but to have a vote.

CHAIRMAN: Distinguished delegates, having gone through the process of voting again, I would ask the tellers to leave in order to count the votes. As we are short of time, the Secretariat will make an announcement about the voting.

LE SECRETAIRE GENERAL: Vu l'heure tardive, vu aussi la charge de travail dans les commissions, il apparaît que la solution la plus raisonnable n'est pas de vous faire revenir dans deux heures pour vous annoncer les résultats du vote, ce qui nous poserait d'ailleurs des problèmes d'interprètes, mais de proclamer officiellement les résultats demain matin à l'ouverture de la séance pionière. Les résultats seront en outre imprimés dans le Journal de la Conférence.

Mais nous comprenons fort bien qu'un certain nombre de délégations soient assez impatientes de connaître les résultats. D'ici une heure et demie ou deux heures, les scrutateurs auront fini leur travail et les délégations qui le désirent pourront prendre connaissance de ces résultats en s'adressant au Bureau du Secrétaire général adjoint, Bureau A 139.
