CHAIRMAN: The Sixteenth Plenary Meeting is now called to order. The first item of business this morning is the adoption of the Eighth Report of the General Committee. It has been circulated in document C 93/LIM/43. It includes a resolution with respect to the Programme of Work and Budget's appropriations for 1994-95.

Jürgon OESTREICH (Germany): I have a question. At the top of the document it says "Request to Convene a Council Session by July 1994". It is to be held at a suitable date by May 1994. Which date is correct?

CHAIRMAN: The correct date is May 1994. I would request delegates to make a correction at the top of the page amending "July 1994" to "May 1994".

Michael KIMA TABONG (Cameroon): I think we agreed that it should be July 1994, not May.

CHAIRMAN: I must point out that we are dealing with a report coming from the General Committee, which has recommended May 1994

Mustapha-Menouar SINACEUR (Maroc): J'aimerais partager l'avis qui vient d'être exprimé par le représentant du Cameroun, l'Ambassadeur Kima Tabong, parce que je crois qu'il y a une différence à faire. Lorsque nous avons discuté de cette question en séance plénière, nous avons parlé d'une réunion extraordinaire qui se tiendrait d'ici le mois de juillet. Ce qui se trouve dans le texte, c'est la proposition du Bureau. Je crois que les deux choses sont parfaitement valables. Le titre est correct parce qu'il reprend la discussion en séance plénière; et le Bureau recommande que la session se tienne en mai.

George LAMPTEY (Ghana): As you rightly pointed out, Mr. Chairman, we are dealing with a report of the General Committee. This matter was discussed in the General Committee for a very long time. The decision we came to was May 1994. So that is what we are putting to the Conference.

Raphaël RABE (Madagascar): En fait, je me suis posé la question de savoir si les propositions éventuelles du nouveau Directeur général devraient être examinées par le Comité du programme avant d'être présentées ou si elles devraient être examinées directement par le Conseil. Si tel est le cas, il faudrait que l'on examine les dates et que l'on établisse un calendrier. Nous savons à quelle période se tiendra la réunion du Comité du Programme. Si ces propositions doivent être examinées par le Comité du Programme, il serait donc utile que ce soit au mois de mai et que le Conseil se réunisse après, c'est-à-dire en juin ou juillet.

William H. MARSH (United States of America) : I should like to confirm what has been said by the distinguished delegates of Germany and Ghana, that within the Committee the decision for recommendation was for the month of May. The reason for that was because of conflicting engagements, including regional conferences, in the month of July, plus the fact that there is a vacation season involved for members of the Secretariat, to which I am sure they have looked forward for a long time. Therefore, it was May.

With regard to the point raised by the distinguished delegate of Madagascar-, it was understood during the debates that subsequent arrangements might well be made for a review of proposals such as the new Director-General might prepare, that the Committees could meet in advance of that meeting, but that subsequent arrangements could be worked out, and the question was left open. Let me confirm that it was the month of May that the Committee wished to recommend to this body.

Jacques LAUREAU (France): Comme membre du Bureau, je confirme ce qui vient d'être dit. Il y aura la réunion de l'ECOSOC au mois de juin. Donc, si le Bureau a décidé que ce serait jusqu'à la fin mai, il s'agit en fait d'une question d'un mois. Nous avons donc préféré indiquer, comme l'a rappelé le représentant des Etats-Unis, "jusqu'à la fin du mois de mai", ce qui donne largement le temps au Comité de se réunir. Evidemment, le Secrétariat sera un peu plus mobilisé que d'habitude mais nous pensons qu'aller au-delà de cette date serait inefficace.

DEPUTY DIRECTOR-GENERAL: I also wish to confirm that the General Committee came firmly to the conclusion that it should be May, and to provide information for the Conference on the tentative calendar of main sessions. The 69th meeting of the Programme Committee is set for 26 April to 5 May and the 78th session of the Finance Committee from 3 to 12 May. It is also true that the rest of May is very heavily booked with meetings at the present time. The Latin American Caribbean Regional Conference is scheduled for 16 to 20 May; that is the week following the Programme Committee. The SCP of the World Food Programmer’s CFA and the CFA itself are both scheduled to meet in May or possibly reaching slightly over into June.

I simply wanted to put that information before you but again to reconfirm that, irrespective of that relatively heavy schedule for May as far as meetings are concerned, it was the conclusion of the General Committee that the date should be by May 1994.

George LAMPTEY (Ghana): I want to make an appeal to my African colleagues who are questioning this to let the General Committee's Report go. This matter was dealt with in General Committee. It was in the longer session of the General Committee. This was the main reason for it. All the questions that have been raised here were raised in the General Committee. I appeal to them to let it go. If the Director-General and the Independent Chairman decide that there will be a special session, all we have done is to give the opportunity and the flexibility to do it. We do now know what the Director-General will do. Let us leave it. There will be time to hold the session in May. We can give reasons why June and July are not suitable. ECOSOC has been mentioned. There were many matters. We discussed it thoroughly. In the Conference we can discuss these matters. I think the wisdom of the General Committee must be accepted by my colleagues.

Michael RIMA TABONG (Cameroon) : In view of the explanations offered by the distinguished delegate of the USA and the appeal that has been made so strongly by the Chairman of the African Group, my delegation falls in line with the Report of the General Committee.

Mustapha-Menouar SINACEUR (Maroc): Monsieur le Président, je crois qu'il y a eu un quiproquo sur cette affaire. Lorsque je me suis exprimé, je ne parlais pas du texte de la résolution, mais du titre, de l'objet du huitième rapport du Bureau. Lorsqu'il est dit: "Demande de convocation d'une session du Conseil d'ici juillet 1994", vous aviez proposé, Monsieur le Président, de remplacer juillet par mai, or c'était bien la demande de la plénière.

Il y a, d'une part, la demande de la plénière et, d'autre part, la proposition du Bureau à laquelle nous nous rallions. Nous sommes d'accord pour qu'il y ait une réunion d'ici mai, mais la demande initiale, conformément aux discussions qui ont eu lieu à la plénière, portait sur une convocation avant juillet. L'ambassadeur du Cameroun vient de s'exprimer sur la question et je n'ai pas trop de difficulté à me rallier à votre proposition de remplacer "juillet" par "mai" dans le titre du rapport.

Raphaël RABE (Madagascar): Ma délégation suit également l'appel lancé par le Président du Groupe africain et n'insiste pas sur la question, mais en fait, je me demande quelle est l'utilité du titre "Demande de convocation .d'ici juillet", cela sème seulement la confusion. Je pense qu'on pourrait fort bien se passer de ce titre.

Je tiens également à me rallier à la proposition qui vient d'être faite par le Maroc, et qui a été appuyée par le Mexique et l'Arabie Saoudite.

CHAIRMAN: I thank all the distinguished delegates who have spoken. I think the matter has now been cleared up. The headline on the request to convene a Council session is really an academic situation. That will not be included in the Report of this Plenary. What is of importance to us is the actual Resolution before us which speaks to the date May 1994. Are there any other comments? If not, I should like to declare the Eighth Report of the General Committee adopted.
