The new surveys already initiated should be continued. These are:

Fish Caught Report data for 1969 should be tabulated utilizing the IBM computer at the Bureau of Lands, and Fisheries Commission programmers should be trained.
The Philippine Fisheries Commission and the Census and Statistics Bureau for the 1970 Census of Fisheries should continue their cooperation.
First hand fish prices should be surveyed at fish landing places where Fish Landing Surveys are being conducted utilizing the same enumerators, and annual average first hand prices (by kinds of fish) should be published.
An economic survey of fishing establishments and fishing households should be undertaken.
A checking system should be introduced to ensure the regular submission of Fish Caught reports, including nil catch reports, and the collection of effort statistics for commercial vessels, and their publication.
Female statistical field staff should be replaced by qualified male personnel.
Funds should be provided for survey trips.
The statistical organization of the Philippine Fisheries Commission should be strengthened (see Appendix 4).
One or two officers of the Economics and Statistics Section should be trained in sample survey techniques.
The success of the programme depends primarily on the implementation of the last four recommendations.
