FISHERY CENSUS IN ASIAN COUNTRIES

  1. Motive of Fishery Census

    The 11th Session of the Indo-Pacific Fisheries Council (IPFC) in Kuala Lumpur in October 1964 proposed taking a fishery census in 1970 with the following objectives:

    1. To clarify the economic structure of a fishing industry, which will be the basis for formulating fisheries policies and development programmes, and

    2. To provide a frame for designing sample surveys for the collection of operational statistics on fisheries, such as catch and effort data and other input-output data.

  2. Progress of Fishery Census Taking (See Tables 1 and 2)

    (1) Countries Participating in Proposed Fishery Census

    There were ten countries which implemented a proposed fishery census since 1965. Of these countries, Korea, Taiwan, Philippines, Thailand, Indonesia and Sri Lanka were those which took a fishery census for the first time.

    (2) Responsible Organization

    In many countries a fishery census was taken by Central Department of Statistics, which is also responsible for population and agricultural censuses. The countries which took a fishery census by an organization which is responsible for current fishery statistics are Korea, Japan and Sri Lanka.

    (3) Coverage

    In almost all countries a fishery census covered both marine and inland fisheries.

    (4) Frame of a Fishery Census

    In many countries the frame of a fishery census was ideally provided by the population census.

    (5) Census Methodology

    In many countries a fishery census was taken by means of a sample census.

    (6) Survey Items

    In almost all countries at least basic survey items were covered. In Korea, Japan, Taiwan, Philippines, Indonesia and Sri Lanka a fairly comprehensive fishery census questionnaire was used.
