1. INTRODUCTION AND TERMS OF REFERENCE

The Government of Madagascar, assisted by the United Nations Development Programme and the Food and Agriculture Organization of the United Nations, have been engaged in the Development of Inland Fisheries Project (MAG/76/002), whose main purpose is to develop large and small-scale fish farming; fish culture in connection with rice cultivation; natural water, lake and lagoon fishing.

As part of the project operation, FAO assigned Dr Elek Woynarovich to carry out a third fisheries consultancy from 28 September 1981 to 12 January 1982 with the following terms of reference:

The main findings of this consultancy have also been published in a restricted document by the Malagasy Government, Ministry of Agricultural Production and Agrarian Reform1.
