Proposed legislation changes presently before the Greek parliament (9 November 1987) include provisions for the following:
Lagoons:
reduction of minimum direct taxation from 25% to 10%
setting up of local joint committees to set ‘true’ annual production levels
powers to local authorities to participate in enterprises set up for the exploitation of lagoons.
Cage Culture:
powers to fine or imprison persons engaging in any activity leading to damage or destruction of fish in cages
special penal powers for persons found guilty of theft of fish from cages.
The consultant would suggest that, while the proposals for lagoons are addressed to real development and control problems, those dealing with cage culture would appear to be an overprovision and should, in any case, be catered for under the country's general laws.
