2. BACKGROUND INFORMATION AND TERMS OF REFERENCE

The Aquaculture for Local Community Development Programme (GCP/INT/436/SWE) is working towards identifying optimal procedures for using aquaculture as a means to rural development, initially in Southern Africa. As a first step towards this goal, the Programme commissioned desk studies on cultural, economic, bio-technical and environmental aspects of small-scale aquaculture. The studies aimed at identifying the factors, within each discipline, believed to be crucial for the success of small-scale aquaculture in rural communities.

As a second step towards establishing the methodologies, the Programme, together with the Directorate of Fisheries, Zambia, decided to carry out socio-economic surveys of fish farmers in rural communities in Zambia. In order to launch the survey, the Programme employed a consultant socio-economist. This report describes the activities and results obtained during the consultancy and his recommendations. The Terms of Reference for the consultant were: to cooperate in drawing up questionnaires, in their testing, and in devising a plan for the survey. The complete Terms of Reference are reproduced in Appendix 1.
