LEGISLATION
Foreign fishing vessels landing determined percentage of their catch in Costa Rica, according to contract with Costarican canning factory, get the same rights than local vessels.

COSTA RICA LEGISLATION
Foreign fishing for export market (fresh fish) subject to the following conditions:
(a) Motherships must remain in bays, within sight of shore.
(b) Fish not landed at local plants are deemed to be exported and are subject to customs duties and other charges.
(c) Motherships and all other vessels to pay transhipment fee on all fish transhipped to other ships.
(Law on Fisheries and Marine Hunting, 1948. art. 16)-Foreign vessels fishing in 200 mile zone must register with Costa Rican authorities through consulates in San Diego, Panama, California or other authorized locations, and must hold a fishing permit valid for one trip (valid for a maximum of 60 days). (Art. 2)
-Foreign vessels under contract with domestic companies and landing a specified amount of catch, enjoy the same privileges as national vessels, but must employ at least 75% Costa Rican crew. (Art. 5)

LEGISLATION
Vassels encountered in jurisdictional waters or overflown by Costa Rican aircraft must set radio to frequency 8A to receive instructions. If aircraft overflies 3 times without making contact, vessel must go immediately to nearest port.
Controls over transit by unlicensed fishing vessels:
Fishing vessels without fishing permits that need to cross Costa Rican waters must communicate entry and departure to Costa Rican authorities. Vessels must effect transit or reach national port within 48 hours. (Law No. 6267. 1978. art. 7)
-Requests for permit of passage must be made of the Harbour Master at Puntarenas (Pacific) or Puerto de Limon.
-Information required on application for passage permit to include proposed course, place of entry and exit, time required for passage (up to 48 hours), characteristics of vessel, agreement to keep radio tuned to frequency 8A.
