LEGISLATION In order to ensure optimum use of fishing resources, under bilateral agreement, Cuba shall provide access to vessels of other States to surplus of the TAC that will not be harvested by Cuban vessels, pursuant to relevant Cuban regulations. (Law No. 77 of 5 September 1995, on Foreign Investment) -Cuban legislation authorizes state enterprises and other national organizations to enter into economic association with foreign interests within the national territory in order to pursue profit-making activities which contribute to the country's development. These associations may take the form of mixed enterprises, consisting of Cuban and foreign capital, with their own juridical personalities and holdings, or other forms which do not create a juridical person. % = Reports must be made every 3 days for vessels from Norway, Sweden and Faroes when fishing for herring, weekly when fishing for other species .

* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
