FINLAND Licences are issued by EU within the common fishing zone. Access to common fishing zone of EU is governed by bilateral agreements with third countries on a reciprocal basis. Local fishing vessel is defined as, vessel at least half owned by Finnish nationals or wholly owned by company, whose head office is located in Finland.

Bilateral agreements

LEGISLATION
Non-Community fishing vessels
: requirements specified in measures for foreign fishing adopted by KU.
Community fishing vessels operating in Finnish waters shall provide Finnish
Authorities with an "active" report including: nationality, name and vessel radio call sign, external identification markings, geographical position within fishing zone, catch on board.
Swedish fishing vessels:
-when entering Finnish fishing zone, to notify through specific radio station name and identification number of vessel; call sign; geographical position and division; time of entry; catch on board;
-before leaving Finnish zone, to transmit to relevant Authority report indicating time of departure from the zone; quantity of fish catched in Finnish zone.

- Numbers represent periodicity of reports(in days / hours) or deadlines For submission of reports; W = weekly; D = daily; M = monthly; R = on request .
% = Reports must be made every 3 days for vessels from Norway, Sweden and Faroes when fishing for herring, weekly when fishing for other species .
O = Logbook to be filled out(radio report to be made) after every fishing operation .
* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
