LEGISLATION
Establishment of joint ventures is encouraged for certain fisheries and fishing areas.
LEGISLATION
Local fishing vessel
defined as wholly owned by citizens of Sri Lanka; by Government or any public corporation established by or under Sri Lankan law; or any company, society, or other association of persons incorporated or established under local law which is registered under the Merchant Shipping Act and in which a majority of voting shares is held by citizens.

SRI LANKA LEGISLATION
-Areas may be reserved for national fishermen.
-Licence conditions may include: requirements concerning appointment of local representatives or agents; maintenance of bonds; marking of boat and installation of transponders, etc.; facilities for trainees; employment of local citizens; placing of observers on board; compliance with instructions of authorized officers.

-Where not allowed to fish foreign fishing vessels shall stow gear, according to specified criteria. (Reg. 2)
-Specified information to be given on permit application includes: call sign, fishing operations plan, name and address of local representative and evidence of legal authorization to assume legal and financial responsibility on behalf on owner/charterer. (Reg. 3)
-Area up to 24 miles from coast reserved for local fishermen; area from 24 to 35 miles reserved for local fishermen and approved joint ventures. (Reg. 6)
-No joint ventures may be approved if they are of a type or in area already adequately developed by local fishermen or if they will conflict with local operations. (Reg. 7)
-Owner or charterer to appoint and maintain local legal representative who accepts legal and financial responsibility for owner/charterer for fishing operations. (Reg. 8)
-Unless exempted, port inspection required on entry into and departure from zone. (Reg. 8)
-Master to bring boat to port for inspection when required.
-Gear must be stowed when in area where fishing unauthorized.
-Boat to fly flag and to display assigned number.
-Master to permit observers to board and to provide suitable food, accommodations and facilities, including communications facilities. (Reg. 8)
-Master to comply with instructions of authorized officer and enforcement vessels. (Reg. 8)

LEGISLATION
Licence conditions may include requirements concerning maintenance of fishing logbooks and reports on position, catch and effort.

-Master or local representative to notify Director of estimated time and location of entry into and departure from Sri Lankan waters at least 24 hours in advance, giving fishing plan (on entry only) and catch on board. (Reg. 8)
-Master to maintain daily written records of catch, effort, transhipments, processing. (Reg. 8)
-Records to be transmitted to Director on request or no later than 30 days after expiry of permit. (Reg. 8)
-Position reports to be made and catch statistics given as specified in permit or required by Director. (Reg. 8)
-Records, reports, notifications to be in English. (Reg. 8).

* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
