A diagnostic approach was proposed to NAFO for those stocks where it has been difficult so far to quantify reference points due to lack of information (Caddy, 1998). This questionnaire or 'traffic-light' approach places fisheries in 'red', 'orange' or 'green' categories according to easily assessed, non- or semi-quantitative multiple criteria, and appears to provide some assistance in deciding where priority should be given in the application of a precautionary approach.
