BACKGROUND/PROBLEM
There appears to be an opportunity for Dominica to produce energy from biomass based on its extensive existing forest resources and from energy plantations of forest trees. However, there is a need to carry out a technical and economic feasibility study to determine the cost of energy from this source compared with hydro-electric and diesel powered sources.
GENERAL OBJECTIVE
To produce energy on a sustainable basis and at the lowest possible cost.
ACTIVITIES
Obtain the services of an Alternative Energy Consultant, preferably from the Caribbean, with experience particularly in Biomass Energy Production and Utilization.
INPUTS
Terms of Reference of the Consultant
The Consultant shall carry out:
(a) A survey of the existing fuelwood and charcoal industry in Dominica.(b) A survey of the energy usage in Dominica and determine the future needs for a period up to twenty years.
(c) A study of the economics of various forms of energy production and determine trends for the future.
(d) The preparation of various economic models with recommendations for:
i. the species of trees to be planted
ii. systems production and harvesting
iii. systems of converting biomass to energy.(e) Examine the market locally, regionally and internationally for fuelwood and charcoal and make recommendations.
