BACKGROUND
Many reports and studies on Dominica have identified the need for the improvement in various areas of natural resource management legislation. Among these reports are the Gane and McHenry Report and the Dominica Country Environmental Profile (1991). In most cases legislation is needed to strengthen the mandate of the Forestry Division and also to ensure that regulations are in place for the operation of national parks.
IMMEDIATE OBJECTIVES
(a) To draft amendments to the National Parks and Protected Areas Act.
(b) To draft amendments to the Forest Ordinance.
(c) To draft Regulations for the National Parks and Protected Areas Act.
(d) To amend the Forestry and Wildlife Act so as to ensure greater protection for wild animals and plants and to facilitate Dominica's accession to CITES.
(e) To draft appropriate orders and regulations under the Fisheries Act to protect mangrove areas in Dominica.
ACTIVITIES
(a) Review reports on natural resource management legislation in Dominica including Gane and McHenry Report and the Dominica Country Environmental Profile.
(b) Research existing Dominican law on natural resource management.
(c) Review draft Fisheries Regulations.
(d) Prepare draft legislation and review with officials of the Ministry of Agriculture, other relevant Government officials and the Attorney General's Department.
