INTRODUCTION

1. The Hundred and Twenty-second Session of the Council was held in Rome on 14 November 2001, under the Chairmanship of Aziz Mekouar, Independent Chairman of the Council.

ADOPTION OF THE AGENDA1

2. The Council adopted the Agenda as given in Appendix A of this Report.

ELECTION OF THREE VICE-CHAIRPERSONS

3. The Council elected as Vice-Chairpersons for the session: Anton Kohler (Switzerland), David Blanco Zabala (Bolivia) and Ms Neela Gangadharan (India).

6. In conformity with the General Rules of the Organization, the Council elected the following seven Member Nations to the Committee on Constitutional and Legal Matters for the period November 2001 to November 2003:

WORLD FOOD PROGRAMME

ELECTION OF SIX MEMBERS OF THE WFP EXECUTIVE BOARD5

7. In accordance with the Resolution 6/99 adopted by the Thirtieth Session of the FAO Conference on 13 November 1999, the Council was required to elect six members of the WFP Executive Board from among FAO Member Nations for the period 1 January 2002 to 31 December 2004.

8. The Council then elected the following members from the following lists to the WFP Executive Board for a term of office of three years (1 January 2002 to 31 December 2004).

9. The Council recalled that at its Hundred and Nineteenth Session it had agreed that, after Spain had stood down on 31 December 2000, it would be replaced by Portugal for the year 2001 and that the replacement of this country for the year 2002 would be communicated before the Hundred and Twenty-second Session of the Council.

10. The Council was informed by a communication dated 10 October 2001 from the Royal Danish Embassy signed by the Election Coordinator for the WFP List D Member Nations that, in accordance with a decision taken at a List D meeting on 2 October 2001, Norway would replace Portugal for the year 2002.

11. The Council therefore noted that Portugal had resigned from the WFP Executive Board and agreed that Norway should occupy the seat thus vacated for the remainder of the term of office expiring 31 December 2002.

12. The Council was informed by a communication dated 12 October 2001 from the Permanent Representative of the State of Kuwait to FAO, as Chairperson of the Regional Group for the Near East, that Iraq had decided to relinquish the WFP Executive Board seat obtained from the FAO Council (January 2001 to December 2003) and to maintain that obtained from ECOSOC (January 2002 to December 2004). The Council was also informed that Syria would complete the remaining two years of the seat obtained from the FAO Council (January 2002 to December 2003).

13. The Council therefore noted that Iraq had resigned from the WFP Executive Board seat obtained from the FAO Council and agreed that Syria should occupy the seat thus vacated for the remainder of the term of office expiring 31 December 2003.

 

OTHER MATTERS

MATTERS ARISING OUT OF THE CONFERENCE SESSION

14. The Council noted that there were no matters arising out of the Thirty-first Session of the Conference for the decision of this session of the Council.

CALENDAR OF FAO GOVERNING BODIES AND OTHER MAIN SESSIONS 2002 AND PROVISIONAL CALENDAR 20036

15. The Council approved the Calendar of FAO Governing Bodies and Other Main Sessions 2002 and noted the Calendar for 2003, as reproduced in Appendix D to this Report.

16. The Council noted that at its Hundred and Twenty-third Session in October 2002, it would be given the Provisional Calendar 2003-2004 to approve the Calendar for 2003.

GOVERNANCE MATTERS

17. Members of the Asia and the Pacific Region proposed that the existing formulae for the representation of different regions on the Programme and Finance Committees be reviewed. The proposal was supported by Members from other regions.

18. The Council agreed to discuss this matter at its Hundred and Twenty-third Session in 2002.

FAREWELL TO DEPARTING REPRESENTATIVES

19. The Council noted that Mr Paul Ross, Alternate Permanent Representative of Australia to FAO and Ms Neela Gangadharan, Alternate Permanent Representative of India to FAO would shortly be completing their assignements in Rome. The Council expressed its appreciation to Mr Ross and Ms Gangadharan for their outstanding contributions to the work of the Organization, their active participation in Governing Body deliberations and their very constructive interplay with fellow representatives and the FAO Secretariat.

20. The Council extended its best wishes to both Mr Ross and Ms Gangadharan in their future assignments and wish them every success.

21. The Council agreed to convene its Hundred and Twenty-third Session from 28 October to 2 November 2002.
