This Fisheries Technical Paper on Observer Programme Guidelines was prepared within the framework of FishCode, the FAO Interregional Programme of Assistance to Developing Countries for Implementation of the Code of Conduct for Responsible Fisheries, under Project GCP/INT/648/NOR ('Management for Responsible Fisheries').
The Guidelines are based primarily on the work of Sandy Davies (Marine Fisheries Management Adviser for the Southern African Development Community (SADC)), with the editorial assistance of J. Eric Reynolds (FAO, Rome). The comments and suggestions of George Everett, George Hanek, Andrew Smith, Siebren Venema and other FAO colleagues on earlier draft material are gratefully acknowledged.
