GUIDELINES FOR A NEW EXTENSION VISION


A conglomerate of tasks needs to be undertaken to combat food inse-curity. These tasks will need to be undertaken simultaneously, although each task would necessarily be developed in phases. Several basics appear fundamental to move toward a new vision of extension. These essentially call on governments to (1) initiate the proposed policy/strategy process, keeping in view that food security requires long-term planning and commitment rather than ad hoc measures, (2) consider decentralization options, (3) plan system parameters, (4) promote coordinated actions, (5) create research/extension teams to respond to community-expressed needs, (6) review extension/communication involvement in other programmes, such as FAO Special Programme for Food Security, (7) catalyse and manage programmes and programme activities, (8) monitor and evaluate, (9) explore multiple methodologies, and (10) promote extension communication. These guidelines are suggestive of how national government can begin to realize a nationwide extension/communication policy and strategy.
