221P2 - Joint FAO/WHO Food Standards Programme (Codex Alimentarius)

    1. support to implementation of the recommendations of the Evaluation of Codex Alimentarius and other FAO and WHO work on food standards;
    2. standards, guidelines and other recommendations to governments concerning the safety and quality of foods moving in international trade and as the basis for domestic food regulation, including provisions concerning labelling;
    3. promotion of the broadest application of scientific principles and risk analysis on a consistent basis;
    4. promotion of linkages between Codex and other multilateral regulatory instruments and conventions;
    5. support to national capacity to respond effectively and expeditiously to new issues, concerns and developments in the food sector; and
    6. promotion of participation of Members in Codex and the wide application of Codex standards.

    1. guidelines, manuals, expert consultations, regional seminars and workshops on such subjects as: emerging food safety issues, upgrading of national food control systems and programmes, harmonisation of food control regulatory framework with Codex requirements;

    3. case studies on specific approaches to food safety risk management.

    4. training workshops in Africa and Asia on GIEWS48 crop and food supply assessment methodology, and installation of and training on GIEWS workstation software to selected institutions in countries.

    1. technical support services to field projects and supervision of projects financed by the Common Fund for Commodities;

    3. collaboration with NGOs in providing technical support to countries related to food and agricultural markets and trade.

    1. support to developing countries in respect of new trading opportunities arising from trade agreements, including analyses of current implementation experience and the implications of options for reform in the context of the WTO negotiations on agriculture;
    2. support to expert meetings and trade policy conferences as regards trade and food security issues; and
    3. direct support to countries to enhance their capacity to participate in trade negotiations on agricultural commodities and for the implementation of agreements, including the adjustment and adaptation of domestic policies.

    1. publications and meetings on the identification and in-depth analysis of major issues in economic and policy research related to food, agriculture and rural development;

    3. analytical tools for evaluating the effects of trade liberalisation and other policies on agriculture and food security.

88. Planned Outputs for 2004-05

    1. documents, guidelines and meetings related to a number of important topics or issues:
      1. in-depth analysis of the sources of income and access to assets of poor rural households,
      2. the role of agriculture in livelihood systems for the rural poor through expansion of non-farm rural activities
      3. comparative socio-economic studies of agriculture in developing countries,
      4. the assessment of the economic cost of hunger,
      5. the design and evaluation of programmes to enhance direct access to food,
      6. the savings and investment behaviour of rural households,
      7. preconditions for achieving food security through technological innovation by small farmers,
      8. rights-based approaches to food security,
      9. interface between conflict and food insecurity,
      10. management of natural disasters and complex emergencies;
    2. dissemination of lessons from FAO's experience with productivity improvement programmes and agricultural relief and rehabilitation operations, and the links between them; and
    3. support to the incorporation of food security concerns in country documents such as PRSP49 and UNDAF50.

224P3 - Economics of Natural Resources and Environmental Sustainability

89. Planned Outputs for 2004-05

    1. reports and meetings on: methods for valuation of environmental externalities, the relationship between poverty and natural resource depletion;
    2. analytical studies in support of the implementation of multilateral environmental agreements; and
    3. contributions on the economics of sustainability to activities and studies of other departments.

224P4 - Analysis and Consensus-Building on Emerging Commodity and Trade Issues

90. Planned Outputs for 2004-05

    1. analyses of emerging commodity and trade issues in the context of world trade and food security, including evaluation of possible effects of technological, scientific and policy change on trade, commodity value chains, market structure and other factors influencing competitiveness and national food supplies;
    2. analysis of environmental issues and trade;
    3. databases and methodologies to assess the impact of changes on production, trade and food security and on related strategies;
    4. facilitation of consensus on actions to address emerging issues through sessions of the CCP and IGGs, support to conferences and technical expert meetings and through collaboration with other organizations concerned with integrating food security into commodity market and trade policy deliberations; and
    5. support to capacity building in commodity and trade policy.

224P5 – Enhancing Diversification and Competitiveness of Agricultural Commodities

91. Planned Outputs for 2004-05

    1. analyses of national commodity and trade development strategies for specific commodities, including analysis of constraints to diversification and enhanced competitiveness;
    2. assistance to developing countries in addressing key issues and for the required institutional public and private sector capacities; and
    3. formulation and implementation of commodity development projects, including those financed under the Common Fund for Commodities.
