60. The Workshop agreed that the following broad steps were required to develop and implement
effectively NPOAs-IUU in the Pacific Islands region. These follow-up
actions were identified at the national, regional and international levels.
Actions to be undertaken by States
61. The Workshop agreed that States should take the following action:
- Identify and
appoint a focal point/lead agency to coordinate the development and
implementation of the NPOA-IUU.
- Develop a
broad-based and on-going awareness programme (general public, NGOs and
industry) to enhance the understanding of the various fisheries, government
policies and plans as well as international commitments.
- Review
policy, legislation and procedures including MCS operations, existing fisheries
management plans.
- Review the
need for other NPOAs including NPOA-capacity and NPOA-shark.
- Draft the
NPOA-IUU.
- Discuss and
achieve agreement (depending on national requirements) on the draft NPOA-IUU with all
stakeholders (government agencies, industry, NGOs, etc).
- Take action
to implement the NPOA-IUU including to enhance policies, legislation and
procedures relating to operations, human resource development and institutional
strengthening, fisheries management plans, etc., as required, according to the
agreed national priorities.
- Assess and
report (every two years to FAO) on progress with implementation of the NPOA-IUU.
- Review NPOA-IUU at least every
four years.
Action to be undertaken in the Western and Central
Pacific Region
62. The Workshop agreed that the following action should be taken in the region:
- Continue to
strengthen existing regional cooperation initiatives including measures to
combat IUU fishing in all its forms.
- Seek to
develop and implement new cooperative mechanisms to prevent IUU fishing in the
region, given the dynamic nature of IUU fishing.
- Strengthen
conservation and management measures through the Western and Central Pacific
Fisheries Commission.
Action at the international level
- Promote
awareness that countries in the region have developed and implemented NPOAs-IUU.
- Promote the international
exchange of information relating to IUU fishing at all levels through such
mechanisms as the International MCS Network, information repositories, etc.
- Encourage all
countries in all regions to develop NPOAs-IUU.
- Promote
cooperation and information exchanges between RFMOs and the harmonization of
measures relating to IUU fishing.
- Encourage FAO
to provide technical assistance to support the development of NPOAs-IUU.
