3. INSTITUTIONS INVOLVED IN TRAINING AND RESEARCH

A great deal of research, educational and training activities are being conducted at various institutions in this region. The principal programmes are listed below:

Vocational training - for training junior officers, fish culture assistants, extension officers. Every country in this region has one or more of the following types of vocational training:

  1. An agriculture college having fish culture courses.

  2. Fisheries vocational schools including fish culture in their curriculum.

  3. A fish culture extension officer's training centre.

In-service training

Every country in this region has occasional in-service training programmes for aquaculture officers of all grades, especially extension officers.

Training fish or shrimp farmers

Every country has training programmes for training fish or shrimp farmers. A great deal of training activity has been going on for years, and a large number of trainees have graduated. Yet the problem of lack of technical personnel remains unsolved. Most of the graduates have not acquired the knowledge and skills needed for practical application, or they are not able to make efficient application of what they learned. There exists an urgent need to examine the existing system of education, including methods of training, the capability of trainers and the quality of trainees, and to support practical solutions for their improvement.

Among the high calibre graduates, because of the rapid increase of cost of living and the low government salary scales, many have been attracted by offers from outside and have changed professions or have gone abroad. Under the prevailing salary scales of civil service systems of many of the countries in this region it is increasingly difficult to keep good technical officers. It is important to train technical personnel, but it is just as important to provide the necessary opportunities and inducements to keep them doing what they are trained for.

Topics of research and experiments

A number of research projects have been programmed by the countries of this region, and many of them have been initiated. A list of the principal programmes is given in the Appendix.
