Terms of References

  1. to assess the quality of Tonga's Mabe pearl and identify its commercial potential at recommended level of processing,

  2. to provide an update synopsis of the market and to identify likely comparative advantages/disadvantages taking into account current production in neighboring Pacific countries,

  3. to recommend an appropriate set-up of Mabe pearl farming industry and to advise on strategy of industrialization with further requirement of government initiation,

  4. to assess viability of establishment of Mabe pearl processing facility and to outline recommended management and operation system if it is reasonable, e.g. type of manufacturing, scale of production, number of required staff, level of labors, acquirement of processing techniques, etc.

  5. to provide technical guidance for further improving Mabe farming method, and

  6. to produce a report covering the above items.
