Appendix 13 Proposed working arrangements for Special Contractual Services Agreement

Appendix 13.1 Work Technical Committee

Technically, the work will be coordinated by a technical committee which will be composed of representatives from AMREF, CARE, KEMRI and OSIENALA. Mrs Akke Schuurmans will be included in this committee. The committee will meet every fortnight to deliberate on the progress. The technical experts in this committee will be responsible for specific components of the study. However, the other committee members will provide technical guidance during the review meeting. Specific areas of responsibility are:

The economics aspect has been shared between two institutions because of its importance in the study.

Appendix 13.2 Project Steering Committee

The Project Steering Committee would be composed of members of the technical committee, Chief Technical Advisor and National Programme Coordinator. The committee would meet monthly to review progress and recommend actions to be taken during the remaining period. It would be chaired by the Chief Technical Advisor.

Appendix 12.3 Special Contractual Services terms (proposal)

The main contractor would be the African Medical and Research Foundation (AMREF). This is an African Non Governmental Organization (NGO) with offices in East and Southern africa.

  1. AMREF would second one full time officer for a period of three months to coordinate the study activities.

  2. AMREF would subcontract other agencies and individuals consultants in Western Kenya to participate in the study. Possible agencies are CARE Kenya, OSIENALA, Kenya Medical and Research Institute (KEMRI) and Ministries of Health, Planning, Agriculture, Culture and Social Services.

  3. AMREF would be responsible for payment of the professional fee and any other direct costs to participating agencies. The fee paid will be in accordance to the approved budget. It includes all expenses i.e. salary, medical, insurance etc.

  4. AMREF would be overall responsible for quality control, financial and final reporting according to the project work plan and shall submit the final report of the study.

  5. AMREF in consultation with the Chief Technical Advisor and the National Programme Coordinator will have the mandate to approve all persons seconded by the other agencies and request for a replacement if the staff fails to meet the team expectations.

  6. Each agency will be responsible for errors and omissions by their own employees and will withdraw such staff on request by the team.
