Annex - I: Terms of Reference

Under the overall supervision of the Regional Rural Development Officer, the consultant will undertake the following tasks:

· RAPS Survey on FAO-NGO Collaboration Initiative on Food Security, Nutrition and Rural Development

- Prepare a Progress report on the outcome of the survey with FAO offices including assessment of their needs in terms of technical assistance and inputs, information exchange networking and advocacy.

· RAPS - FAO HQ collaboration in World Food Summit follow up

- Assistance in preparation of RAPS inputs to FAO 2015 strategy.

- Assistance in preparation of RAPS technical inputs in Special Programme on Food Security (SPFS) activities at country level and assessment of guidelines for SPFS.

- Preparation of comments and RAPS inputs on Regional Development Partnership Programme (RDPP) for Food Security and Sustainable Development (SDA) and on the agenda for ACC Task Force on Food Security and Rural Development.

- Assistance in the preparation of inputs on food security aspects in relevant regional and national projects.

· Follow up to the Joint ANGOC-FAO/RAP workshop on World Food Summit follow up and participation in the 23rd Regional Conference in Myanmar, April 1998.

· Assistance to collaboration of FAO-RAP with UN agencies regarding:

- Follow up of the 5th Ministerial Conference held at Manila in 1997.
- ESCAP - 54th session in April 1998.
- UN Coordinated follow up on UN Conferences and Summits
- ACC task force on Rural Development on Rural Development and Food Security.

· Database on NGOs

- Prepare and update a database of NGOs involved in food security and rural development activities in the Asia Pacific region.

The Consultant will submit at the end of the contractual period:

1) A Progress report on the FAO-NGO collaboration with ideas for further action.
2) A Database of NGOs in the Asia Pacific region.

Annex- III a: FAO-NGO Collaboration on Food Security: A Status Report

As part of the recommendations of the Joint ANGOC-NGO Cooperation Meeting held in August 1997 to support follow up of the World Food Summit plan of action, a networking initiative has been jointly undertaken by the Nutrition Unit and the Rural Development Unit of FAO-RAP to support FAO-NGO Collaboration in the fields of food security, nutrition and rural development. This initiative falls in line with FAO’s commitment to promote and ensure food security using a sustainable, participatory approach. This information will be utilised to evaluate the strengths and weaknesses in the existing FAO-NGO collaborative mechanism so that it can be further developed.
