Adoption of the report
The Working Party will operate through three Sub-Working Groups on the following subject: a) effects of environmental changes on fishery resources; b) river fisheries and c) lake and reservoir fisheries. It will also deal with problems concerning the introduction of exotic species.
Effects of environmental changes on fishery resources
The Working Party members agreed that the growing degradation of inland aquatic environment throughout the continent, both as a result of pollution and of the impact of other human activities, was a serious cause for concern.
i) Pollution
Pollution of the aquatic environment is apparently increasing in extensive areas in Latin America and it is, therefore, rather urgent to reactivate the Sub-Working Party on this subject. There are two matters which require immediate attention:
To know the degree of pollution of the aquatic environment and determine its limiting effects on fish population and fisheries.
Increase the capacity of the various countries to identify and evaluate aquatic environment pollution from the point of view of fisheries.
ii) Evaluation of the impacts of dams and other hydraulic works
Knowledge on the impacts of dams and other hydraulic works on fish population and fisheries should be expanded. This information is necessary for planning fisheries management for each individual watershed which is rapidly changing. It is also essential to evaluate impacts of new structures when they are still in the planning stage, so that their damaging effects can be reduced to the minimum. This part of the programme is being implemented with the collaboration of the other two Working Parties.
WORK PLAN
Activity | Planned action | Schedule
- | Update information of technical document № 8. | Secretariat will send document to interested countries | 1991/92 |
- | Collect information for technical document № 8 in Chile, Uruguay, Paraguay, Brazil, Mexico, Cuba, etc. | Contract | 1991/94 |

- | Request and record information on massive fish mortality caused by: 1) eutrophication process; 2) impact of the construction of large dams; 3) agro-industrial activities; 4) mining activities; 5) natural causes. | Circular Newsletter | 1991/93 |
Fishery resources in lakes and reservoirs
This Sub-Working Party has participated in several activities in connection with the use of large and small reservoirs for intensive fishery production. Large masses of water have been captured in dams distributed throughout South America, Central America and the Caribbean and plans are being made for daming many others, which represent an important environment for fishing activities. There is a great bulk of information on some dams, as well as on the main species they contain. However, a synthesis on the ecology of fish populations in Latin American dams has not been made. Guidelines for fishery management and development of these water masses have not been prepared either. Consequently, it is highy advisable to convene a main meeting on this subject as soon as possible. Obviously, this will require a financing source aditional to FAO's support as well as the offer of some country in the Region to host the meeting.
Activity | Planned actions | Schedule
- | Workshop to prepare a synthesis on the biology and fisheries of most important exotic species in typical reservoirs in the Region. | Mini Workshop in conjunction with the Sixth Session of the Working Party | 1992 |
- | Congress on the ecology and management of lakes and reservoirs. | 1993
- | Support the translation and publication of manuals and synopsis of biological data on Odontesthes bonariensis. | Publication in the series FAO Fisheries Synopsis | 1991/92 |
- | Prepare a document on the management of tilapia fisheries in lakes and dams. | Contract | 1991/92 |
River fishery resources
The activities of this Sub-Group which have been disseminated through several publications, meetings and other media, have significantly contributed to the understanding of processes under way in the fisheries of large river watersheds of the Region. Short and medium term priorities should be aimed at advancing these activities, continuing with the collection and interpretation of information on river fisheries, that will facilitate the administrators' tasks of formulating better policies for the conservation of river fish populations and management of their exploitation. On the other hand, plans are being made to include smaller river watersheds and develop a more active participation aimed at including subjects concerned with fishery resources in the integrated planning and management of river watersheds.
Activity | Planned actions | Schedule
- | Establishment of information centers on river fisheries in international river watersheds. | First pilot project for the Amazon and consultation on planning for the management of of several aquatic resources in the Amazon. | 1991 |
- | Technical advice for the consertation of agreements on fishery management in international river watersheds. | 1991
- | Encourage collaboration with the Networks on Watershed Management and Development of Lowlands subject to Flooding. | Individual members.
- | Preparation of a synthesis of the present state of fisheries for its analysis in the next meeting of the Working Party. | Coordinator of the Sub-Group on Rivers; members interested in watersheds. | 1991/92 |
- | Collection of information on the actual application of fishery management. | Member countries
- | Publication of biological data on Prochilodus sp. | Mr. A. Espinach1991/92 (Argentina) |
Introduced species
The Working Party is gathering information on the introduction of species in the COPESCAL Region, with the collaboration of the COPESCAL Working Party on Aquaculture. It also examined the EIFAC Code of Practice for reducing the risk of introductions of new species in order to adapt it to the Region's needs.
Activity | Planned actions | Schedule
- | Update the list of species introduced in Latin American countries. | Secretariat will distribute list to National Correspondents | 1991/92 |
- | Prepare a list of diseases or pathogenic agents identified in species that have been introduced in the various Latin American countries. | National Correspondents will send information to the Secretariat. | 1991/92 |
- | Prepare health certification procedures for the entrance of exotic species already introduced or to be introduced. | Member countries. |
