This paper was prepared as an input into the discussions of the Oversight Panel for FAO’s Special Programme for Food Security which took place in September 2004. It raises a number of issues which developing countries may wish to consider when they decide to expand food security programmes to a national scale, in response to their commitments at the 1996 World Food Summit. It also outlines how FAO might contribute to the design and implementation of National Food Security Programmes.

The paper, which has been prepared by FAO’s Field Operations Division, has benefited from comments and suggestions from many colleagues inside and outside of FAO.
