This paper was prepared as an input into the discussions of the Oversight Panel for FAOs Special Programme for Food Security which took place in September 2004. It raises a number of issues which developing countries may wish to consider when they decide to expand food security programmes to a national scale, in response to their commitments at the 1996 World Food Summit. It also outlines how FAO might contribute to the design and implementation of National Food Security Programmes.
