1. The Seventieth Session of the Council was held in Rome from 29 November to 9 December 1976, under the chairmanship of G. Bula Hoyos, Independent Chairman of the Council.
2. The Agenda of the Session as adopted is given in Appendix A to this report.
3. The Council elected M. Trkulja (Yugoslavia) as First Vice-Chairman and A. Gray (Trinidad and Tobago) as Second Vice-Chairman.
4. The Council elected A. Ismet Hakim (Indonesia) as Chairman of the Drafting Committee, and the following as members: India, Jordan, New Zealand, Peru, Tunisia, United Kingdom, United States of America,
5. The Council heard an introductory statement by the Director-General, the text of which is given in Appendix D to this report.
