Much of the legislation is related to the pre-1989 regime and is no longer relevant. It therefore needs re-enacting to account for the changes, in particular with relation to privatization. This is currently being done in some countries, e.g. Poland and Hungary, and is proposed in others. In the interim period some laws have been amended, or regulations issued, to accommodate changes, but these are inadequate and lead to problems.
