This Circular was prepared within the framework of the Regular Programme as part of on-going activities of the FAO International Institutions and Liaison Service (FIPL) aimed at providing information on activities of regional fishery bodies.
When the Agreement for the Establishment of the Indian Ocean Tuna Commission was approved by the FAO Conference in November 1993, the Conference expressed its deep satisfaction that, thanks to the extensive efforts which had been deployed by the FAO Secretariat, consensus has now been reached on all aspects of the Agreement. It is therefore appropriate to mention that Mr J.J. Kambona was the Secretary of both the IOFC Committee for the Management of Indian Ocean Tuna and the Conferences held in 1989 and 1992 respectively, while Mr. M. Savini acted as the Secretary of the two Government Consultations and was Assistant Secretary during the First Conference in 1989.

Rome, FAO. 1996. 53p.ABSTRACTThis Circular provides information on the establishment of the Indian Ocean Tuna Commission (IOTC). The need to establish a management body for Indian Ocean tuna was identified in the late 1960's and the process to realize this objective began in earnest in 1986 and ended with the adoption of the Agreement for the Establishment of the Indian Ocean Tuna Commission by the FAO Council in 1993. In 1989, a Conference to adopt the Draft Agreement was held in Rome but decided that further work on the text was needed. The two outstanding issues at this stage were the question of membership of the European Community in the future Commission and the extent of autonomy to be granted to such a body. Following the amendments to the FAO Basic Texts by the FAO Conference in November 1991, a Second Conference was held in Rome in June 1992. The Conference, subject to the clarification of some issues, reached broad agreement on the Text of a Draft Agreement. The Draft Agreement was finally approved by the FAO Council on 25 November 1993. The Agreement was circulated for acceptance in March 1994 and entered into force on 27 March 1996 upon the receipt of the Tenth instrument of acceptance by the Director-General of FAO. |
