PROJECT TITLE: NFAP Core Support Project (Capacity Building and Immediate Action)

DURATION: Five (5) years

LOCATION: MATE headquarters, and priority areas around Soufriere and Centre Hills

BENEFICIARIES: Forestry Division, Agricultural Extension Division, farmers and the general public

BACKGROUND

The Montserrat NFAP has identified 15 major projects which will need to be implemented in a progressive and coordinated way, supported by adequate country capacity. Given that the programme will take some time to develop, a core support project has been devised with the assistance of BDDC that will take immediate steps to improve capacity, and implement priority elements of the major projects in the field, thus facilitating their full support and implementation.

IMMEDIATE OBJECTIVES

To strengthen the capacity of the MATE Forestry Division, develop the central nursery, develop and implement management plans for priority catchment areas, establish pilot plantations and demonstration agroforestry areas, and provide continued support to the NFAP process.

ACTIVITIES

(a) Renovate and extend the present Forestry Division buildings

(b) Extend and equip the existing nursery

(c) Initiate recruitment and training of additional staff

(d) Survey, demarcate and map boundaries of proposed forestry reserves

(e) Survey and map key water catchment areas

(f) Initiate basic management actions within catchment areas

(g) Initiate demonstrate soil conservation measures in a representative ghaut.

(h) Initiate inventory studies in natural forest areas

(i) Establish pilot plantations of fuelwood, fodder, timber and handicraft species

(j) Establish demonstration agroforestry plots

(k) Initiate training and education

(l) Provide general support for the TFAP process (refinement of NFAP, advising on policy, legislation, land use, land tenure changes, etc.)

OUTPUTS (over 5 years)

(a) Basic office facilities established

(b) Additional staff appointed and trained to support the continuing NFAP implementation (1 graduate forester, 3 technicians, 4 guards, 1 clerk, 1 nursery foreman)

(c) Basic nursery facilities to provide seedling requirements for initial planting programme (300,000 seedlings)

(d) Major forest reserves demarcated and mapped (54 km demarcated)

(e) Critical catchment areas demarcated, mapped, and managed

(f) Catchment areas reforested (60 ha)

(g) Representative ghaut protected with demonstration soil conservation measures

(h) Pilot plantations established (66 ha)

(i) Demonstration agroforestry areas established (10 ha)
