Appendix 8 - Terms of reference - Personnel of Agroforestry Unit

EDUCATIONAL MATERIAL:

- 1st year: video "Ecological, economic and social development with agroforestry systems", to give a general introduction to existing problems and possible benefits from agroforestry systems -

- 1st - 3rd year: video "Improvement of agroforestry in Dominica", accompanying the development of the demonstration plots in the first 3 years (establishment, maintenance, effects, etc.)

- preparation of leaflets about:

# agroforestry in soil conservation
# fertilizing with organic manure and legume mulch
# firewood trees - plantation and management
# multiple tree cropping on hillsides

REQUIREMENT OF SEEDLINGS:

- 1st year: 7,000 legume trees (calliandra, sesbania, gliricidia, leucaena) and 100 forest trees (mahogany, red cedar) from central nursery 300 fruit trees (mango, avocado, soursop, sugar apple, West Indian cherry, cashew), 50 spice trees (nutmeg, cinnamon, cloves) and 1500 cocoa plants from agricultural field stations

- 2nd year - 5th year: 15,000 legume trees from 3 flying nurseries approximately 1000 fruit trees, 200 forest trees, 200 spice trees and 3000 cocoa plants per year

Organisation Chart

Agroforestry Officer

- report to Director of Forestry Division

- elaborate proposals for agroforestry projects and secure necessary funds for the unit

- maintain contact with CARDI for communication of research and development

- design trial and demonstration plots

- coordinate elaboration of educational material with Rural Communications Centre

- supervise Agroforestry Assistants

-supervise execution of projects

- maintain contacts with the Agricultural Division, Livestock Division and Dominica Banana Marketing Corporation for development of new fields of cooperation

- administration of Agroforestry Development Project

- organization of agroforestry training activities for agricultural and forestry extension services

qualifications:

- forester or agronomist with experience in agroforestry
- training in agroforestry in ICRAF or CATIE (can be realized in the first months of service)
- several years of experience in extension and administration
- creativity and ability to develop innovative techniques

Agroforestry Assistant 1

- administration of Multiple Purpose Tree Project
- coordination of project with Dominica Banana Marketing Corporation
-training of Dominica Banana Marketing Corporation in agroforestry techniques
- report to Agroforestry Officer

qualifications:

- several years of service in Dominica Banana Marketing Corporation Extension Service
-training course in agroforestry (can be acquired in first months of service)

Agroforestry Assistant 2

- assistance in administration of Agroforestry Development Project

- responsible for marketing support

- coordination with Tropical fruit and Spice Project and Cocoa Project for seedlings and assistance

- design, supervision and evaluation of trial plots

- supervision of field assistants

- organization of educational activities for farmers

- coordination with MOA Extension Service

- coordination with Dominica Conservation Association/Agroforestry Project

- report to Agroforestry Officer

qualifications:

- several years of service in Agriculture Division or non governmental organisation engaged in agriculture

- working experience in agroforestry

- experience in extension

Agroforestry Assistant 3

- assistance in administration of Multipurpose Tree Planting Project
- coordination with Forestry Unit regarding supply of plants
- responsible for transport of seedlings
- administration of literature and journals regarding agroforestry
- responsible for flying nurseries
- organization of educational activities for farmers
- report to Agroforestry Officer

qualifications:

- several years of service in Forestry Division
- working experience in agroforestry

Agroforestry Assistant 4

- assistance to all projects in questions of livestock and feeding

- coordination with Livestock Division

- assistance to processing industries and farmers to promote the use of by-products for animal feeding

- train field assistants in questions related to livestock and the integration of livestock in farming systems

- organization of education activities regarding agroforestry in schools

- report to Agroforestry Officer

qualifications

- several years of service in Livestock Division
- experience in extension

Field Assistants

- responsible for management of demonstration and trial plots
- assistance to farmers in agroforestry
- cooperation in any educational activities
- organisation of marketing activities on village level
- integrated in Ministry of Agriculture Extension Service
- report to Agroforestry Assistants and regional Extension Officer

qualifications:

- farmers of the region, accepted by the population
- training courses during the service
- open towards innovations
- good relations with villagers
